Demolition, site work, renovation and addition to a civil project in Otsego, Minnesota. Completed plans call for the addition of a water / sewer project; for the renovation of a water / sewer project; for the demolition of a water / sewer project; and for site work for a water / sewer project.

Otsego Wellhouse No. 4 Water Treatment Improvements Project. The Bidder shall have the following minimum qualifications: Bidder shall have successfully completed not less than three (3) municipal water or wastewater treatment system infrastructure projects of similar nature and complexity within five (5) years prior to the bid opening in the United States. All projects shall be constructed and commissioned. Responsible Contractor Certification Form and Bidder Qualifications Form are required to be submitted with Bid. All Bidders must certify they are a Responsible Contractor by signing a certification form stating they meet the minimum requirements under Minnesota Statute 16C.285. This form can be found in Section 00 43 29 of the project documents. Est. Completion Date: May 14, 2026. The Project generally consists of the following primary components. The Work done under this contract shall include the furnishing of all labor, materials, tools, and equipment to construct complete in place the following primary Project components: 1. Demolition of Existing Wellhouse Components: Demolition and removal of the existing chemical feed systems and a portion of the existing process piping and valves. Demolition and removal of a portion of the existing wellhouse walls and floors, sections of the roof, and ductwork. 2. Water Treatment Plant Expansion: Expansion of the existing wellhouse footings, walls, and roof to include two (2) new pressure filters, four (4) new chemical storage rooms, and a new electrical room. 3. Treatment System Improvements: System improvements include installation of two (2) new double cell, dual-media pressure filters and associated piping, air wash blower, process piping, process valves, gas chlorine feed system, fluoride bulk storage and feed system, phosphate bulk storage and feed system, HMO bulk storage and feed system, and backwash reclamation system. 4. Backwash Reclamation System: Generally includes the addition on two (2) 87,000 gallon Backwash Reclamation Basins, two (2) 200 gpm submersible reclaim pumps, two (2) 100 gpm sludge waste pumps, process piping, fittings, valves, and a spray wash systems for each basin. 5. Mechanical Work: Generally includes HVAC and other mechanical equipment and associated ductwork, water pumped heating, water heaters, dehumidifiers, domestic plumbing, sanitary system construction, and other related mechanical system appurtenances. 6. Electrical Work: Generally includes all electrical construction associated with the Water Treatment Improvements. Work includes power supply, variable frequency drives, high and low voltage power and wiring, 300 kW diesel generator and associated switchboard, lighting, control wiring, control panel construction, cellular radio telemetry, and related Work. Bidder will not provide local programming of the control system. 7. Site Work: Work shall also include all construction required outside of the physical building structures or facilities including but not limited to site utilities, site grading, site driveways and paving, site electrical components, and landscape improvements associated with the facilities and overall site. 8. Other miscellaneous improvements as indicated in the Contract Documents. Bidders on this Work will be required to comply with the President's Executive Order Nos. 11246 (Equal Employment) as amended. Bidders shall also comply with Executive Orders 11625, 12138, and 12432; 40 CFR part 33; Section 129 of P.L. 100-590 Small Business Reauthorization & Amendment Act of 1988; Public Law 102-389 (42 U.S.C. 437d); a 1993 appropriations act ("EPA's 8% statute"); Public Law 101-549, Title X of the Clean Air Acts Amendments of 1990 (42 U.S.C. 7601 note) ("EPA's 10% statute"), encouraging recipients to award construction, supply, and professional service contracts to minority and women's business enterprises (MBE/WBE) and small business; and requiring recipients to utilize affirmative steps in procurement. The requirements for Bidders and Contractors under these orders are explained in the specifications. Bidders are advised that "fair share" target percentages have been established at 3.5% for Minority Business Enterprise participation in the Project and 5.0% for Women Business Enterprise participation in the Project. The Owner reserves the right to reject any and all bids and to waive any irregularities or informalities therein and to award the Contract in the best interests of the Owner.
