Site work and paving for a mixed-use development in Franklin, New Jersey. Completed plans call for site work for a municipal facility; road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The Project consists of minor site improvements such as milling, paving, sidewalk, curb, ADA improvements, signage, striping, and other miscellaneous improvements such as fencing, trash enclosure, etc. All work on this contract must be completed within sixty (60) calendar days from issuance of a Notice to Proceed. Contract documents and drawings for the proposed work (the "Contract Documents", which have been prepared by Adam T. Wisniewski, PE, CME, CFM, of the firm Colliers Engineering & Design Inc. (DBA Maser Consulting), are available electronically or via delivery by common carrier by making a request to diane.kohautcecere@collierseng.com and will be on file at the below date in the Township of Franklin, 202 Sidney Road, Pittstown, NJ 08867. Bidders will be furnished with a copy of the Contract Documents by request upon proper notice to the above e-mail addresses. Send payment to Colliers Engineering & Design Inc. (DBA Maser Consulting), 53 Frontage Road Suite 110, Hampton, NJ 08827, 908 238 0900. Paper copies will be sent via UPS or Fedex if the contractor provides UPS or Fedex account information to defray the cost of this shipping method. Otherwise, paper copies will be sent via USPS. The Contract Documents will be available during business hours beginning on Thursday, June 20, 2024 8:00 AM. Proposals must be made on the standard proposal forms included with the Contract Documents in the manner designated in the Contract Documents, must be enclosed in sealed envelopes bearing the name and address of the bidder and the name of the project on the outside and be addressed to the Township of Franklin, and must be accompanied by a statement of consent of surety from a surety company authorized to do business in the State of New Jersey and acceptable to the Owner and either a bid bond or a certified check drawn to the order of Township of Franklin for not less than ten percent (10%) of the amount bid, except that the check shall not exceed $20,000.00. The successful bidder is hereby notified that a performance bond and labor and material (payment) bond for the full amount of this project is required. The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Owner, except as to those items which are deemed mandatory and non-waivable set forth in N.J.S.A. 40A:11-23.2. Further, the Owner reserves the right to abandon the project and reject the bids entirely if any legal or state or federal administrative action is taken against the Owner which could delay or jeopardize the project from commencing. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications.
