The County reserves the right to retain the deposits of the three lowest bidders for a period not to exceed sixty (60) days after the date and time set for the opening of bids. Award of the Contract shall be based on the lowest total acceptable bid (total amount of the contract). The Owner reserves the right not to award any contract, in which event the Owner and the Bidder shall be under no obligation to each other.
