Collier County hereby advertises for the construction of the North County Regional Water Treatment Plant Nanofiltration System Upgrades Project located in Collier County, Florida, Question Deadline 02/20/2025 at 5:00 PM ET All requests for interpretations or clarifications shall be in writing and addressed on the County's Online Bidding System GENERAL A. This Section covers membrane elements to be supplied by the Membrane Element Installer (INSTALLER) under contract to Collier County (COUNTY). The INSTALLER shall be a membrane system supplier and shall procure, ship, install and startup replacement elements for the first stage of the six (6) existing nanofiltration (NF) membrane trains at the North County Regional Water Treatment Plant (NCRWTP) as specified herein. The membrane element supplier (SUPPLIER) shall be under contract to the INSTALLER and shall manufacture and supply the replacement membrane elements. B. The INSTALLER shall procure, fabricate, ship, install and startup replacement sample panels, valves. fittings and connecting tubing for each of the six existing NF membrane trains at the NCRWTP. The INSTALLER shall demolish existing sample panels and all contents (except the supports). C. The membrane elements specified herein will be installed by the INSTALLER. The INSTALLER will conduct a membrane performance test to determine conformance with these specifications and will coordinate potential warranty claims with the SUPPLIER. D. The INSTALLER shall have installed membrane elements at a minimum of five municipal locations within the United States with a minimum production capacity of 3.0 mgd within the past five years. E. The INSTALLER shall have fabricated, assembled and commissioned complete NF or reverse osmosis (RO) membrane trains at a minimum of three municipal locations within the United States with a minimum production capacity of 3.0 mgd within the past five years. F. The proposed membrane elements shall be operating in at least three municipal locations in the United States with a minimum production capacity of 3.0 mgd for a minimum of five years. G. The INSTALLER shall furnish to the COUNTY all certifications and warranties as specified herein. H. Patents: 1. The INSTALLER shall warrant that the use of the membrane furnished membrane elements to be installed in the existing NCRWTP NF process will not infringe on any U.S. or foreign patent recognized by the U.S. 2. The INSTALLER shall grant to the COUNTY in perpetuity a paid-up license to use any inventions covered by patent or patents pending, owned or controlled by the INSTALLER or SUPPLIER in the operation of the facility hereunder, without the right to grant sublicenses. I. The membrane elements specified herein shall be the end product of one approved SUPPLIER as called out in Section 2.03.A to achieve standardization of performance, operation, spare parts, maintenance and manufacturer's service.
