This Demolition Specification governs the procedures and the requirements to be followed and met by the Contractors who receive awards for demolition work from the City of Philadelphia. It is the intent of the City of Philadelphia to contract for the purchase of demolition services only with pre-qualified licensed demolition Sellers ("Seller(s)") for the various City agencies. These contract awards will enable the Sellers to bid on demolition services required by the City during the term of the Contract. Upon approval of the Seller's qualifications and execution of this Fiscal 2025 Master Demolition Contract ("Contract"), which includes provision of the required performance bond, payment bond, and insurance certificates, the Seller will be eligible to submit quotes to the City in open competition with other Sellers so qualified. Demolition service contracts are awarded in three tiers based upon the City's assessment of Sellers' qualifications which include, without limitation, safety record, experience, equipment, insurance and bonding capacity: Tier One: award amount not to exceed $75,000; Tier Two: award amount may not exceed $150,000 Tier Three: award amount $300,000 License :Contractor shall submit copies of Demolition License, Contractors License, Commercial Activity License, Asbestos Abatement License and Roofers License for the prime contractor and any subcontractors engaged in the demolition 4 and/or additional work involved for each project. Proof of all required licenses shall be submitted to the Contractual Services Unit of the Department. Only those contractors and subcontractors who have been prequalified by the City for the 2025 Master Demolition Program may furnish demolition services to the City. Contractor shall, at its sole cost and expense, obtain and pay for all licenses, training, insurance, fees, necessary cost for the operation of the business, fees, and other charges required by the City, county or state, and/or utility companies' regulations. Unless otherwise directed by the Department, Contractor shall not be required to secure a building permit for demolitions authorized under this Contract. CONTRACT TERM: For demolition services provided during the period 07/01/24 through 06/30/25 This is a rolling admission program for Fiscal Year 2025. For those wanting to start July 1, 2024, questionnaires are due by: May 10, 2024. Applications will be accepted throughout the year. Bond Notes: To be eligible to participate in the Fiscal 2025 Master Demolition Contract, Seller must provide security in the form of the "Performance Bond" and the "Payment Bond" as prescribed by the City and as prepared by the City's Law Department on the forms attached hereto as Exhibit A. No other form of security is acceptable for this Contract and all bonds must be issued by surety companies approved by the Commonwealth of Pennsylvania Department of Insurance. Seller is required to procure and furnish to the City upon award of the Contract, performance and payment bonds in the following amounts equal to 100% of the awarded bid: for Tier One qualified Sellers, the amount of each bond shall be $75,000, for Tier Two qualified Sellers, the amount of each bond shall be $150,000, and for Tier Three qualified Sellers the amount of each bond shall be $300,000. In the event a Tier Three Seller's aggregate awards exceed $300,000, the penal amount shall be increased (or an additional bond procured by Seller) accordingly. The City will suspend award of further demolition orders during any period in which the Seller's outstanding aggregate work exceeds the penal amount of its bonds1 until all outstanding work is completed to the satisfaction of the City. Notwithstanding the foregoing, the City reserves the right to require Seller to procure individual Performance and Payment Bonds when it is in the City's best interest to so require, for example in the instance of a Major Demolition Project.
