The City of Oakland (City) seeks qualifications from Oakland certified business enterprises in order to establish a pre-qualified list of local businesses to perform small sidewalk construction contracts. The small sidewalk contracts will be priced low enough to give small contractors an opportunity to work as prime contractors on City projects, help them grow their contracting businesses. The City seeks Statement of Qualifications (SOQ) from licensed contractors interested in providing on-call construction services for sidewalk construction. Small businesses are highly encouraged to submit their SOQs to be included in this pre-qualified list. SOQs must be submitted in accordance with the requirements set forth in this document. The City will then establish a pool of pre-qualified contractors possessing the required license(s). As specific projects arise, task orders will be offered to pre-qualified contractors on a rotational basis. Task orders will reflect stipulated unit pricing. Potential projects involve sidewalk removal and replacement, tree root pruning, stump removal, curb and gutter replacement, and other associated work. The anticipated contract not-to-exceed amounts are $500,000 annually for three 1-year terms. Contract amounts not exercised cannot be rolled over into the next year. Bid Security is not required with the submittal. However, 100% Performance and Payment bonds will be required at the time of project assignments. The contractor MUST provide with their submittal a notarized letter from a corporate surety confirming the contractor's bonding limit. 50% minimum participation per task order is required, unless reduced as a result of an Availability Analysis, or waived through City Council action. Proposers will be required to affirm in their Statement of Qualifications (SOQ) that they will meet the 50% L/SLBE participation requirements at each task order. See Section XIV. Policies and Programs for more information on the L/SLBE Program and contact slbe@oaklandca.gov with questions. The Project Engineer will then issue a Notice to Proceed to start work on the project. No work is authorized until the City issues the Notice to Proceed to the Contractor. Contractors are allowed to work on a maximum of two Task Order Packages per year; however, the City reserves the right to increase the maximum if in its best interest. Contractors will be rotated to the bottom of the list once a Task Order Package has been assigned to them. Contractors will also be rotated to the bottom of the list if they refuse the Task Order Package. It is the Contractor's responsibility to ensure that the email has been received. Any addendum that materially changes the RFQ solicitation shall be issued no less than 72 hours before the submittal deadline unless the deadline is extended by said addendum.
