Site work, paving and new construction of a civil project in Delaware Township, Pennsylvania. Completed plans call for the construction of a bridge / tunnel; for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; and road / highway.

This project includes the removal of the existing superstructure, construction of a new superstructure, approach roadway paving, guiderail installation, and other minor approach roadway work. Sealed Bids from PENNDOT prequalified bidders will be received by the Northumberland County Commissioners for the Superstructure Replacement, County Bridge No. 130, located on Township Road T616 (Plotts Rd) over Muddy Run in Lewis Township, Northumberland County. Questions regarding the Request for Bids shall be submitted online. Last date for questions is July 12, 2024. Questions delivered by personal visitations, telephone calls, emails, and/or fax will not be accepted distributed, or returned. A properly completed Northumberland County Non-Collusion Affidavit must be included (No substitute form will be accepted). Each Bid must be accompanied by Cash, a Certified Good Faith Check, by a Cashier's Check drawn upon a bank authorized to do business in this Commonwealth, or a Bid Bond with corporate surety payable to the Owner for ten percent (10%) of the total amount of the Bid. As soon as the Bid prices have been compared, the Owner will return the Bonds of all except the three lowest responsible bidders. When the Agreement is executed, the bonds of the two remaining unsuccessful bidders will be returned. All Contractors must be PENNDOT prequalified to perform this type of work. All Contractors shall comply with all State and Federal laws prohibiting discrimination in hiring employment opportunities The County of Northumberland in accordance with Title VI of the U.S. Civil Rights Act of 1964 and Parts 21 and 23 of 49 C.F.R., notifies all bidders that it will affirmatively insure that MBE/WBE will be afforded full opportunity to submit bids in response to this invitation and that no person will be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. There are not any DBE goals for this project. Having carefully examined the Contract Documents together with all Addenda or Bulletins, as prepared by the Engineers, and being familiar with the various conditions affecting the work, (including those under the Technical Specifications & Special Construction Provisions, which provide for the payment of Construction Engineering Liquidated Damages of $975/Day in the event the contract is not completed within the allotted time) the undersigned agrees to furnish all labor, materials and equipment to construct the project beginning on or about August 12, 2024 and complete all work by October 23, 2024, in accordance with said contract documents, for which the following units and/or lump sum prices are submitted The work in connection with this project falls under the Pennsylvania Prevailing Wage Act. Bidders are advised that prevailing minimum wage rates must be paid to workmen employed on this project and are incorporated in the Contract Documents. The County of Northumberland reserves the right to accept or reject any or all bids and to waive technical mistakes in the Submission of the Bid Forms. Failure to include a properly completed Proposal, Northumberland County Non-collusion Bidding Affidavit, Bidder Certification of Prequalification, Schedule of Prices, Component Items Schedule, or failure to include cash, a certified check or a cashier's check in the amount of 10% or bid bond in the amount of 10% will result in the rejection of a bid or bids.
