City of Bainbridge Island Request for Qualifications (RFQ) COBI Eagle Harbor Drive Safety Improvements Project and Wyatt Way Bicycle and Pedestrian Safety Improvements Project The City of Bainbridge Island is soliciting detailed statements of qualifications from consultant firms with experience providing engineering, construction administration services, construction inspection, and materials testing. Project Description The partially federally funded project consists of Non-Motorized improvements, water quality mitigation and improvements on both sides of Eagle Harbor Dr NE and Wyatt Way NW from the intersection of Wyatt Way and Ashbury to south along Eagle Harbor Drive at Blakely Ave and additional bike lane improvements further south along Eagle Harbor Dr. Other improvements include stormwater conveyance and treatment, gabion walls, guardrail, etc. The consultant will evaluate, review, and respond to the contractor requests for information (RFI's) and submittals produce design changes (including a list of quantity changes), make changes to contract drawings and special provisions, attend construction coordination meetings, provide geotechnical support services and prepare a punch list of deficiencies or outstanding items for the contractor to address at substantial completion. Upon the request of the City Engineer the consultant shall conduct daily inspections and inspection reports, weekly reporting inspection reports, and meet with the contractor in field as needed. Work will include but not be limited to document tracking, follow-up, and compilation and resolution of comments for design changes, submittal reviews, RFI responses. The consultant will return one set of coordinated non-conflicting comments or responses for further action by contractor. A Federal Aid Grant has been awarded for construction funds. Requirements for Qualifications Responses o Identify each person involved with the project team including technical partners, and briefly describe their respective roles, including: a. Information regarding the team member's experience and qualifications. b. Resume of key team members. c. Description of how the team will be organized and led. o Identify the project lead and their relationship to other members of the team. o Describe the consultant's relevant project experience with similar projects. Projects described must illustrate the consultant's experience with Construction Administration. Evaluation Criteria Evaluation of RFQ responses will be based upon the following: o Success in managing and inspecting similar projects o Quality of representative projects o Qualifications of project team and key project managers o References General Provisions and Conditions The City reserves the right to: o Reject any and/or all responses. o Waive minor irregularities in a response. o Cancel, revise, or extend this solicitation. o Request additional information on any response beyond that required by this RFQ. o Have the final decision on the selection. o Modify the timeline and to issue addenda to this document. Schedule This project is scheduled for construction in summer of 2024 or 2025. The anticipated schedule for consultant selection and contract execution is shown below.
