Site work, outdoor lighting and new construction of a mixed-use development in Graham, North Carolina. Completed plans call for the construction of a playground / park / athletic field; for site work for a playground / park / athletic field; for outdoor lighting for a playground / park / athletic field; and water / sewer project.
The goal of this project is to design and build a new Park for the Town of Swepsonville. To accomplish this goal, the town seeks to work in an effective partnering relationship with the successful Design-Builder. The success of this project will depend largely upon the nature of the relationship between the DesignBuilder and Swepsonville. The Town intends to work with the Design-Builder as a team, with common goals of delivering a facility with exceptional quality in the most cost-effective and timely manner, achieving efficiency across the full spectrum of performance. Establish a Short List of Design-Build Firms and Schedule Interviews July 22, 2024 Complete Interviews July 30, 2024 Notify Selected Design-Build Firm and Begin Contract Negotiations August 9, 2024 Complete Contract Negotiations with Selected Team August 16, 2024 Request Council Approval and Town Council Award of Contract August 20, 2024 Begin Design Phase October 1, 2024 Begin Construction April 1, 2025 Project Completion May 31, 2026 The scope of work will include, but is not limited to, the following: 1. Pre-construction project planning to include code analysis, value engineering measures, preliminary cost estimates, and project schedule development. 2. Provide survey, geotechnical evaluation, environmental, and existing utilities. 3. Comprehensive project design, to include utilities, site, and facilities: a. Site Design: Clearing and grubbing, grading and drainage plans, sedimentation and erosion control plans, required stormwater management, layout and staking plans, elevations and sections, construction details, lighting and signage, landscape and planting plans and details. b. Facility Design: Building plan configuration and elevation elements, including exterior building skin materials and colors, foundation, structural and roof systems, building fenestration and openings, overall dimensions, materials testing requirements, Mechanical/Electrical/Plumbing design including systems, equipment, and calculations, energy and performance compliance, systems review, coordination, and integration to include all utilities and controls. 4. Permitting for all aspects of the project. 5. Development and impact fees are not included. 6. Bidding. 7. Site and facility construction of the project. 8. Project management to ensure contractors are performing to design and product specifications, construction administration, and observation. 9. Develop and refine cost estimates and project schedules throughout the process to ensure on-time completion. 10. Bi-weekly meetings with Town staff for updates. 11. Project closeout, commissioning, establishment of warranties and guarantees, equipment training, delivering manuals, final inspection and acceptance, execution of punch list. 12. NOTE: The Town of Swepsonville WILL NOT provide a workspace for the Design-Build Team. The selected Team is responsible for and must provide its workspace. The selected firm should be prepared to meet the town's Liability Insurance requirements. The project scope, duration, and terms shall be negotiated with the selected firm. In addition, the contract will be suitable for both the Town and the selected firm. Any interested respondent must have prior experience with: o All phases of planning, design, construction, and regulatory compliance of similar public facilities o Extensive knowledge of regulations governing design and construction in North Carolina o Properly licensed in North Carolina o Proven capability to produce a successful project while meeting the needs and goals of the Town of Swepsonville effectively and efficiently The project location is 1001 Bob Vaughn Road, Swepsonville, North Carolina. The proposed Park will provide facilities and amenities as described in the Project Summary and Map section of the RFQ. The Town of Swepsonville estimates the total budget of this project is $_4,500,000.00_. Total costs include architectural programming and scope of work identification, design and engineering, construction-related expenses and services, construction administration, testing services, permits, and any other related professional service fees necessary to complete the project fully. Once established, adherence to the budget is essential to the successful completion of this project.
