The Contract may be awarded to up to three (3) contractors, and work will be issued on a Task Order basis. Bids shall be on a unit price basis, as indicated in the Bid Form. Each Task Order issued by the City will be awarded to the contractor with the lowest Task Order price based on unit prices provided on the Bid Form as well as any additional bid items specific to that Task Order. The Contract will include three (3) additional one (1) year options for renewal. The Contract Project consists of: Stand-by construction services to the City of Austell for both routine and emergency services, as needed. Routine activities occur during the City's business hours (7:00am-5:00pm). Work shall commence after the City Sanitary Sewer/ Water, and Drainage Utility Manager approves a contractor's quote. Routine, non-emergency work may include: Repairing water, sewer and stormwater drainage piping, valves, and structures. Installing new fire hydrants. Installing new service laterals. Abandoning existing service laterals Installing valves. Repairing, Replacing and install manholes and other structures. Lining of structures and pipes Additional work necessary for completion such as dewatering, bypass pumping and other work associated. Restoration of damaged or broken sewer line of various diameters. Restoring properties and landscape damaged during routine activities, typically asphalt or concrete repair. Provide traffic control during repairs Emergency services can occur 24/7 including weekends and holidays. City staff will expect contractors to appear on the project site within one hour period of being notified and respond on a time and materials basis without providing a prior written quote for work. The contractor is expected to supply sufficient manpower and equipment to provide services in a timely and professional manner. Emergency work may include: Repairing damaged fire hydrants Repairing water main break and sewer or drainage line or service breaks. Dewatering activity in ditches or roadways Installation of safety devices such as cones, barriers and temporary plates for public safety Bid security shall be furnished in accordance with the Instructions to Bidders. No proposal will be considered unless it is accompanied by satisfactory evidence that the Bidder holds either a Georgia State Contractor's License, Georgia State Utility Contractor's License, or qualifications with the Georgia Department of Transportation for similar work, in compliance with Act. O.C.G.A. 43 14 and 43-41. Failure to provide the bidder's license or qualification number on the outside of the sealed proposal will result in rejection of the bid. If the Contract is to be awarded, Owner will award the Contract on the basis of the base bid plus selected alternatives. All required federal, state, and local permits as well as required easements or rights of way for the project have not been obtained.
