The Ongoing Sewer Assessment and Rehabilitation Program (OSARP) is to provide for the identification, delineation, prioritization, and rehabilitation of the remaining areas within DWMs as well as the ongoing maintenance of the entire WCTS. This contract is to address urgent sanitary sewer rehabilitation needs identified through assessment in the OSARP and the Maintenance Management System (MMS) Program. Additional assessment may include Closed Circuit Television (CCTV) (to 18-inch diameter), or Totally Integrated Sonar and Camera Inspection Technique (TISCIT) of assets and rehabilitation methods may include external and internal point repairs (to 24-inch diameter), cured-in- place pipe lining (to 24-inch diameter), manhole rehabilitation, locating, exposing, and raising manholes. Also included are supporting work items including site restoration, access, erosion control, and bypass pumping. DeKalb County Department of Watershed Managements (DWM) Wastewater Collection and Transmission System (WCTS) includes an estimated 2,700 miles of sanitary sewer lines, 66 lift stations and 70,000 manholes. Per the Consent Decree (CD) entered with the United States Environmental Protection Agency, the County is implementing continuous sanitary sewer assessment and rehabilitation aimed at minimizing sanitary sewer overflows (SSOs). Pursuant to this effort, DWM has developed the Priority Areas Sewer Assessment and Rehabilitation Program (PASARP) to provide for the identification, delineation, prioritization and rehabilitation of priority areas within DWMs WCTS and the Ongoing Sewer Assessment and Rehabilitation Program (OSARP). The OSARP is to provide for the identification, delineation, prioritization, and rehabilitation of the remaining areas within DWMs WCTS as well as the ongoing maintenance of the entire WCTS. This contract will support this effort in two ways. Primarily, this contract is to address urgent sanitary sewer rehabilitation needs identified through assessment in the OSARP and the Maintenance Management System (MMS) Program. Secondly, this contract will also be used to perform sewer rehabilitation to reduce infiltration/inflow (I/I) and provide additional capacity in the WCTS for potential development. These needs are enumerated below in section C. DWM has not mandated the use of any specific type of equipment or methods, however; the Contractor (Prime Contractor) shall utilize the nationally recognize NASSCO published PACP and MACP standards for conducting all inspections. The Contractor shall have CCTV/Sonar equipment capable of off-road use and easement reels for off-road cleaning. This is a multi-year contract that the County anticipates awarding a contract to multiple Contractors, dependent upon the number of bids received and accepted by the County. All quantities represented on each line item of the Bid Form are the estimated total quantities for the scope of work to be done under each line item for the life of this Contract. The Bidders are being informed that the actual estimated quantities to be awarded in a contract to each successful bidder could vary dependent on the number of successful bidders. The County reserves the right to award this contract in any manner it chooses depending on the number of bids received. The Work will include, but is not limited to, the following work activities to perform the tiered assessment inspections and to gain access to perform the inspections as further defined in the Specifications of this Contract: Obtain permits from governing agencies. Obtain Right of Entry where required. Cleaning of gravity sewer mains. Cleaning of sewer manholes. Easement access clearing and route construction. External and internal point repairs (CIPP and/or Fiberglass-epoxy).
