Site work and renovation of a mixed-use development in Crater Lake, Oregon. Completed plans call for site work for a road / highway; and for the renovation of a playground / park / athletic field.
The project work is located 71 miles north of Klamath Falls, Oregon in Klamath County, in Crater Lake National Park. Approximate Global Positioning System (GPS) coordinates for the beginning of the project are 42 58'46.63"N, 122 4'59.62"W. Project no. NPS CRLA 2018(1) As of September 16, 2025, the project is currently in the final design and compliance phase. Construction is slated for early summer 2026, and a contractor will be selected in late 2025. The Cleetwood Trail and Marina Improvements project (OR NPS CRLA 2018(1)) at Crater Lake National Park involves extensive construction, rehabilitation, and environmental protection efforts aimed at enhancing visitor access, safety, and infrastructure resilience. Spanning approximately 1.026 miles, the project includes a base schedule and three optional components (Options X, Y, and Z), with work governed by FP-14 specifications and U.S. Customary units. Key construction activities encompass mobilization, surveying, erosion control, removal of existing structures, excavation, installation of retaining walls (rockery, soil nail, gabion, MSE), rock bolts and dowels, structural concrete and steel, reinforced shotcrete, micropiles, fencing, stone masonry restoration, traffic control, utility location, and installation of fixtures such as benches, trash receptacles, and safety ladders. Option X adds structural concrete, steel, pedestrian bridge railing, and micropiles; Option Y includes restroom replacement and vacuum trailer installation; Option Z involves additional slope stabilization and rockfall protection. The project also features rock scaling, anchored wire mesh systems, flexible rockfall barriers, and temporary protection measures. Marina reconstruction includes replacing a failed bulkhead with a new elevated pier and floating dock supported by micropiles. The existing restroom will be replaced with a six-stall accessible vault toilet facility. Environmental compliance is integral, with erosion and sediment control, turbidity monitoring, and wildlife protection measures. The project affects approximately 46.9 acres, including 23 acres of whitebark pine habitat, and is expected to impact 356 individual trees. Mitigation includes avoiding mature tree removal, planting rust-resistant seedlings, and adhering to the Whitebark Pine Conservation Plan. Permits from the U.S. Army Corps of Engineers, EPA, and Oregon DSL authorize in-water work and sediment discharge. Contractors must meet stringent technical and bonding requirements, submit detailed proposals, and adhere to federal labor standards, sustainability mandates, and cybersecurity provisions. Construction scheduling must follow CPM methods with certified updates and documentation. Quality control plans are required for each work feature, with sampling, testing, and inspection protocols. The project is scheduled over three summer seasons from 2024 to 2026, with work restricted to May through October and a winter shutdown from November 1 to June 14.
