Renovation of a transportation facility in Saginaw, Michigan. Completed plans call for the renovation of a 56,000-square-foot transportation facility.
**As of July 25, 2024, this project has not yet been awarded. A timeline for award has not yet been established. The work consists, in general, of providing and furnishing all materials, labor, tools, supplies, equipment, transportation, and supervision as required to replace the Roofing System on the Agency's main at 615 Johnson Street, Saginaw, MI 48607. Work shall include those items described in the RFP scope of work. The roof requires a flat system application and measures approximately 56,000 square feet. Contractors and subcontractors are required to pay the prevailing wage and benefit rates to employees working on this federally funded construction project. The Wage Determination can be found in Appendix B. For more information, please see section 9 "DAVIS-BACON AND COPELAND ANTI-KICKBACK ACTS" and section 2.13 of the RFP. All materials must be new, of current model and manufacture, with replacement materials readily available for the expected lifetime of the roofing system. Pricing shall be inclusive of the proposed product, including any parts and materials needed to allow the system to function at its highest performance level. Installation and maintenance training are to be included in the total unit price. The removal and proper disposal of defunct HVAC equipment that is being replaced must be included in the total unit price. The contractor is responsible for the removal and disposal of the roofing materials and retired HVAC equipment in accordance with local, state, and federal regulations. Contractor will provide all the necessary equipment, labor, and materials to safely accomplish said removal and disposal. The Contractor must notify STARS' Facilities Manager, Vince DeLosSantos, in advance of work that may be disruptive to STARS' normal operations and parking lot traffic flow. Any shutdown of service or utilities must be approved and scheduled with the Facilities Manager. All installations will be completed in accordance with the manufacturer's recommendations. All equipment and its installation shall conform to local code requirements and attain the highest level of industry safety standards. Safety signs, barricades, and/or other materials will be erected by the Contractor to warn patrons and staff away from work areas. The safety of patrons, staff, and contractor's employees shall be a priority and shall be the responsibility of the Contractor. The Contractor is responsible for removing all construction and packing debris from the worksite and keeping a clean, safe work area at all times. The clean-up of the work area shall be at no additional cost to STARS. If hazardous materials are encountered during execution of the contract, the Contractor will be responsible for removing and disposing said materials in accordance with federal, state, and local statutes and codes. The Contractor will provide STARS Procurement Department with appropriate documentation regarding the disposal of said hazardous materials as requested or required. The Contractor will immediately notify the STARS Procurement Department of any and all issues that may result in a project delay or impact work quality or safety. The roof replacement is a federally funded construction project and subject to all the Uniform Guidance imposed by the Federal government in 2CFR 200. This includes that the Proposer, during the course of the procurement, provide a bid guarantee equal to 5 percent of the proposed price, performance bond for 100 percent of the proposed price, and payment bond of up to 50 percent of the proposed price. STARS makes no representations, warranties, or agreements with respect to this RFP. In addition, STARS makes no commitment to purchase any products or services or take any other action, including but not limited to, awarding a contract. STARS reserves the right to amend or cancel this RFP at any time for any or no reason. All amendments to this RFP shall be in writing and issued by the Director of Procurement.
