The US Army Corps of Engineers, Walla Walla District is seeking interested business sources for a service contract entitled: Lower Granite Fire Extinguisher NFPA Inspections. The contractor will provide all labor, management, supervision, equipment, supplies necessary as necessary to provide fire extinguisher inspections and maintenance in accordance with NFPA 10 requirements at Lower Granite Lock and Dam Project, located in Pomeroy, Washington, and its Natural Resource office in Clarkston, Washington. This will be a firm-fixed-price supply contract. The North American Industry Classification System (NAICS) code for this project is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, and the associated small business size standard is $12.5 Million. This sources-sought notice is a tool to identify businesses with the interest in and capability to accomplish the work. Please respond only if you intend to propose on this project when it is solicited in the future. This is not a solicitation. Responses to this Sources Sought notice should include the following information: Indicate your company's ability to provide fire extinguisher inspections and maintenance as detailed below. Include geographic location, equipment list and equipment capability. The company's cage code and Unique Entity ID (UEI). Clearly confirm that your company business size as Large Business, Small Business, and if applicable, designation as HUBZone, 8(a), Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Business. What experience does your company have with Government contracts This Sources Sought notice is for market research and planning purposes only and is not to be construed as a commitment by the Government to pay for information submitted in response to this request. No reimbursement will be made for any costs associated with providing information in response to this notice. Respondents will not be notified of the results of the market analysis and debriefings will not be available. It is the reader's responsibility to monitor the Government Point of Entry (GPE) via sam.gov Contract Opportunities for any resultant or future solicitation package(s) that may be issued. Your response to this notice must be received on or before 3:00 pm (local time) on 16 July 2024. Summary of Scope of Work: The contractor shall manage the total work effort associated with inspections and maintenance of approximately 325 fire extinguishers to meet the performance objectives and standards. Portable fire extinguishers must be inspected and maintained in accordance with regulatory standards including 29 CFR 1910.157 and NFPA 10. Contractor shall inspect, test, calibrate and service the equipment, as required, in accordance with manufacturer, industry and statutory requirements to prevent premature equipment failures and to extend equipment life. The Contractor shall perform inspection and maintenance services based upon type and size specific fire extinguisher requirements, contract specifications, and requirements of applicable codes. Functional areas include, but are not limited to, annual, five (5) year, six (6) year, and twelve (12) year inspections and maintenance for classifications ABC, CO2, and BC fire extinguishers. All portable fire extinguisher tests, inspections, maintenance, alterations, and repairs performed shall comply with the latest edition of the NFPA 10 including all appendix chapters. Anywhere NFPA 10 states "should", it must be taken to mean, "Shall". DIRECT AND INDIRECT COSTS: All costs incurred by the Contractor related to the performance of contract work is the responsibility of the Contractor. PLACE OF PERFORMANCE: Lower Granite, Pomeroy, WA 99347 and its Natural Resource (NR) office, Clarkston, WA 99403. The Contractor shall be responsible for all fire extinguishers being transported from Lower Granite and/or its NR office to the Contractor's place of business and back to Lower Granite and/or its NR Office. The Contractor must follow the regulation provided in Title 49, Code of Federal Regulations (CFR), Part 107, Section 805, for shipping and handling of all fire extinguishers. HOURS OF OPERATION: The work shall be accomplished between the hours of 0800 to 1600 Monday thru Thursday. No work will be permitted on Fridays, Saturdays, Sundays, and Federal holidays. If a holiday falls on Saturday, the preceding Friday will be observed. If a holiday falls on Sunday, the following Monday will be observed, opm.gov/federal holidays[J1] [JASCUA5C2] . The contractor will not be reimbursed when the Government facility is closed for holidays or when due to local or national emergencies, administrative closings, or similar Government directed facility closings. It is requested that interested contractors submit a response (electronic submission) of no more than 5 single sided pages that addresses the above information. This response must be submitted as a single application-generated (not scanned) PDF document that is less than or equal to 4MB in size. Please note that hard copies will not be accepted.
