The Taunton Municipal Lighting Plant (TMLP) desires to obtain Electric Utility Excavation and Construction Services in accordance with by soliciting competitive Bids from qualified firms in the industry using a two-step IFB process. This IFB process is designed to separate the qualifications and experience of the bidder from pricing information provided by the bidders. All materials will be provided by the Taunton Municipal Lighting Plant except for expendable materials incidental to performance of the services. The term of agreement for this contract shall commence on/about October 1, 2024, for a one year period with option to renew up to an additional twenty-four (24) months, subject to mutual agreement of participants. Notwithstanding, however, there is no guarantee of any specific level of business, dollar amount of purchases or any exclusive right to the work created by such Agreement and TMLP reserves the right to use others to perform work and services described in this Invitation For Bid at any time. This project is subject to Prevailing Wage Rates as determined by the Director of Labor and Workforce Development, Commonwealth of Massachusetts under provisions of M.G.L., Chapter 149, Sections 26 to 27D, inclusive and such rates shall become an integral part of any contract that may be awarded. Contractors shall also be subject to requirements for executing Statements of Compliance, maintaining true and accurate payroll records and executing weekly reports both to the Awarding Authority and the Director of Labor and Workforce Development directly in accordance with its provisions. In as much contractors will be held responsible for paying current prevailing minimum wage rates for the duration of the contract it is imperative that all prospective Proposers familiarize themselves with all applicable minimum wage rates in effect and the certification forms required to be completed. WAGE RATE CHANGES The Director of the Department of Labor and Workforce Development has established the wage rates established for this contract for a one (1) year period. On the option years of this contract, if extended pursuant to a contract extension, new wage rates shall be established pursuant to a new requirement of said department. If additional contract years are exercised by the TMLP the new changes (difference) will be allowed in bid price for contract extension. The difference is the increase only in the updated prevailing wages from the previous year. No other costs will be allowed. The Taunton Municipal Lighting Plant Commission, as the Awarding Authority, maintains reservation of the following: The right to reject any and all bids received, the right to reject or accept any part or section thereof, the right to make multiple contract awards to more than one proposer for the same type work and the unrestricted right to waive informalities and minor irregularities in proposals received, all if it is in the best interest of the Taunton Municipal Lighting Plant to do so.
