New Castle County is seeking proposals from organizations interested in conducting a feasibility study for building an indoor 50M competitive pool facility. The feasibility study should include the market, financial, and economic conditions, and include the following tasks: Meetings & Stakeholder Interviews Market Feasibility Analysis: A. Demographic & Socioeconomic Analysis B. Local Swimming/Diving Program & Venue Inventory C. Comparable Regional 50-Meter Pool Facility Analysis D. Local Swimming/Diving Community Engagement E. Regional & National Swimming/Diving Event Organizer Interviews F. Market Demand Assessment & Facility Recommendations Financial & Operational Feasibility Analysis: A. Facility Usage Projections B. Operating Pro Forma (Revenues & Expenses) C. Management Options Analysis Economic & Fiscal Impact Analysis: A. Visitation & Hotel Night Estimates, B. Projected Direct Spending, Total Economic Output, Jobs & Wages C. Fiscal/Tax Impact Estimates Building Concept Development & Conceptual Site Plan: A. Sample Floor Plan & Space Needs for a 50-Meter Pool Facility B. Conceptual Site Plan & Test Fit Construction Cost Estimate: A. The County reserves the right to extend this contract to include other County locations. The County shall have authority to award orders or contracts to firm's best meeting specifications and conditions. Licensing - the awarded vendor must comply with appropriate Delaware law to conduct business in this State. Copies of all required licenses and certifications must be supplied prior to the contract negotiations resulting from this RFP.
