WCW is seeking bids from qualified firms to provide temporary by-pass pumping arrangement and demolish and dispose of the Cat-walk and step ladder at Tara Hills Lift Station ("Services"), as further detailed in the Scope of Services. If approved by WCW's Board of Directors, or designee, the successful Proposer will execute an agreement in the form of Attachment A. The project scope, content of proposal, and selection process are summarized in this Invitation for Bid (IFB). WCW intends to adhere to the solicitation schedule shown in the Timeline below, which is subject to change at WCW's sole discretion. The Solicitation Schedule for this Project, "Tara Hills Lift Station - Cat-walk Demolition Works" is stated in the Timeline section below. All proposals must be submitted through WCW's eProcurement Portal, Procurement in accordance with the solicitation schedule. All Questions must be submitted in writing through Procurement by clicking the Question/Answer Tab. All Questions submitted and answers provided will be electronically distributed to Proposers through Procurement, pursuant to the solicitation schedule in the Timeline below. Proposals will not be accepted after the proposal submission deadline. An incomplete proposal or a proposal that does not conform to the requirements may not be considered, in WCW's sole discretion. Issuance of this Invitation To Bid does not obligate WCW to award a contract. WCW is not liable for any of Proposer's costs to prepare and submit a proposal. WCW may award all or parts of this contract to several Proposers, select no Proposers, and/or to re-solicit proposals. By submitting a proposal, the Proposer agrees that it has read and understands all requirements and conditions of this RFP. Submission of a proposal constitutes a firm offer to WCW for 180 days from the deadline. Submission of a proposal indicates an intent to be bound to the conditions contained in this RFP unless a clear exception request is included in the proposal. Background West County Wastewater identified that the catwalk and step ladder at Tara Hills Lift Station is no longer needed for operations. in addition, the catwalk has been in service for over 50 years and is experiencing significant degradation including, but not limited to heavy rusting. The wet well will also by submerged in order to conduct an assessment for the force main line serving the lift station which would potentially impose a risk to the testing operation. WCW approached its On-Call District Engineer to evaluate the catwalk and provide recommendation on whether the catwalk needs to be removed prior to the force main inspection scheduled next spring and the recommendation is for complete removal of the catwalk and anchoring systems prior to the assessment of the force main line. West County Wastewater (WCW) provides wastewater collection and treatment services to approximately 100,000 residents. WCW was created December 19, 1921, pursuant to authority of the State of California. Today, WCW operates as a political subdivision of the State of California as an independent special district. WCW's current political boundaries are comprised of the City of San Pablo, a portion of the City of Richmond, a portion of the City of Pinole and some unincorporated areas within western Contra Costa County. Question Submission Deadline: July 3, 2024, 2:00pm. The Engineer's estimate for the work is $$ 155,225.00. Inquiries regarding further information about the project shall be submitted in writing through online. Each bid submitted must be on the forms furnished within the Project Contract and must be accompanied by a certified or cashier's check or bidder's bond for an amount not less than ten (10) percent of the aggregate total bid. BONDS AND INSURANCE POLICIES The bidder to whom the contract award is made shall, at the time of execution of the Contract, furnish to WCW a Performance Bond and a Payment Bond, executed as surety by a corporation acceptable to WCW and authorized to issue such surety bonds in the State of California. Such bonds shall be substantially in the form included with this solicitation. Such Performance Bond and Payment Bond shall be for one hundred (100) percent of the proposal total as set forth in the Schedule of Bid. The entire cost of these bonds shall be borne by the successful bidder. The WCW Board of Directors reserves the right to reject any or all bids for the work and waive any irregularity in bids received.
