Closing Time: 2:00 PM (NT) ** Please note that there has been 6 addendum issued for this RFP. ** Question Acceptance Deadline 2024/07/16 2:00:00 PM NDT NLHS is currently soliciting proposals from qualified Prime Consultant teams to provide the following: Concept design services for the pursuant renovation, expansion and equipment replacement as outlined in this document and associated attachments. Services include, but not limited to, Architectural, Structural, Mechanical, & Electrical. Development of all-encompassing Issued For Tender package for the complete renovation and expansion work, including connection of building services to the new equipment. Design and engineering services, tendering and contract administration for the renovation so that the space meets clinical goals as well as equipment requirements; Design and construction schedule such that Substantial Completion is achieved no later than June 30th 2026. Design Package IFT by October 31st, 2024 Anticipated to have work completed in one contract but two phases. Estimated construction timeline of 18-month duration. Start time of Phase 1 is anticipated to occur early 2025. Phase 2 anticipated to be able to occur August 2025. Starting Phase 2 not dependent on completion of Phase 1. The selected Prime Consultant will be required to conduct the following work: 1.Review of all supporting documents applicable to this renovation, including new equipment overview and requirements, existing building drawings, and any other related drawings/documents; 2.Allocate time for bi-weekly design meetings. 3.Complete a concept floor plan for review and sign-off from the clinical team. Allow for one (1) concept drawing and one (1) revision; 4.Provide design/engineering services, contract administration services in compliance with the PMDA Manual; 5.Allocate adequate time for five meetings with clinical group during design process to ensure functionality of user group achieved through design. 6.Prepare and produce a 50%, and 99% review set of drawings during design process and allocate time to meet to review design with stakeholders at each stage; 7.Develop Class B cost estimate during design phase and Class A estimate upon completion of IFT documents. Cost estimates to include costs for any asbestos/hazardous materials abatement, infection control measures, etc.; 8.Prepare and produce an "Issued For Tender" package, including a single master specification document, set of drawings and other relevant documents to be used in a 9.standard design-bid-build construction tender, Manage and provide all communications and documents in an electronic format. Provide tender support during the open tender period, including preparation of any required addenda throughout; Provision of "Issued For Construction" documents to incorporate any addenda issued during the open tender period; 10.Provide contract administration services in accordance with a traditional design-bid- build construction contract. Duration of CA to be provided based on a 10-month construction schedule. Complete payment certificates to be issued to contractor for each billing progress review Provide commissioning services based on CSA-Z8001 - Commissioning of Health Care Facilities. Static commissioning document to be produced and issued to by contractor kickoff meeting to establish commissioning expectations and outline commissioning verification. Design verification and validation testing documents to developed and be completed throughout the construction process at relevant stages.
