Renovation of a detention facility in Houston, Texas. Completed plans call for the renovation of a detention facility.

The Federal Bureau of Prisons (FBOP), FDC Houston hereby issues solicitation 15B51724Q00000008 for the award of a firm-fixed-price contract to a responsible "Small Business" entity for the provision of the repair and modernization of Elevator "A" at FDC Houston, located at 1200 Texas Avenue, Houston, Texas 77002. Awarded contractor will be required to provide all labor, materials, tools, permits, and equipment, necessary to safely repair and modernize Elevator A and its associated components and subassemblies. Repairs shall be included as per the attached statement of work. The North American Industrial Classification System (NAICS) code applicable to this requirement is 333921 (Elevator and Moving Stairway Manufacturing). Any secured/locked documents with the solicitation will require an active vendor registration at https://SAM.gov as well as your Marketing Partner Identification Number (MPIN) associated with your System for Award Management (SAM) registration. If you encounter problems accessing these documents, please contact the Federal Service Desk at 866-606-8220. The solicitation will be distributed solely through the SAM database at https://SAM.gov. Hard copies of the solicitation will not be made available. The website provides download instructions. FDC Houston will be hosting an onsite visit on July 1, 2024, at 12:00pm. All request for information (RFI's) are due by July 03, 2024, at 4:00pm CT. Please email the attached criminal history check form (bp_a0660) along with a copy of your state or government issued ID by June 27, 2024, at 4:00pm CT to dcruz-ayala@bop.gov and m2khan@bop.gov. Visitor must be approved prior to entering the institution. No cell phones, cameras, computers or any electronic device will be allowed into the institution. IMPORTANT: Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at SAM.gov. All bidders are urged to double check their SAM registration and update as necessary, including the size metrics information. This solicitation is intended only for those who would be entering into a Prime contract with the FBOP for the entirety of this project. The FBOP does not award subcontracts. Subcontracts (if applicable/necessary) are the responsibility of the Prime contractor. The FBOP has no privity of the contract with subcontractors. IMPORTANT: Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at https://SAM.gov. Removal and replacement of, but not limited to, Elevator A electronic and electrical components, drive/controller, hoist motor, hoistway leveling device(s), governor, traction ropes, traveling cable, and car components to return Elevator A to fully operational. Start up, commissioning, and staff training are required. 2. Contractor shall perform job site clean-up and removal of all excess materials, debris, and old equipment associated with the project. Removal and disposal of all debris must be completed in accordance with all applicable Federal, State, and Local laws pertaining to such work. 3. Contractor shall haul away and dispose of the old equipment through an approved licensed scrap metal recycling entity within five (5) business days of its removal from the institution. Evidence of the appropriate recycled action shall be provided to the institution's Contacting Officer in the way of a tonnage weight receipt to FDC Houston by the selected recycler. B.1. Equipment Specifications FDC Houston currently has one (1) Montgomery Kone 4000lb passenger elevator traveling at a speed of 350 FPM in need of repair, rehabilitation and modernization. The elevator currently travels from the 1st Floor to the 7th Floor with seven (7) front only openings between 7 normal floors. These will all be retained. 1. New replacement equipment should be the same, similar, or higher performing as current equipment. 2. New passenger car equipment must include a prison package with security/tamper-proof hardware. C. INSTLLATION REQUIRMENTS/QUALITY INSURANCE C.1 Installation Requirements a. Replace the present 480VAC 3-phase power supply if necessary. b. Replace hoist motor with a 50HP AC flange mounted motor with pre-mounted encoder and coupler. Existing machine is to be retained.
