Site work and paving for a civil project in Newcastle, Washington. Completed plans call for site work for a road / highway; and for paving for a road / highway.

The City of Newcastle seeks a contractor to furnish all labor, materials, and equipment necessary to complete the project referenced below. 2024 NEWCASTLE PAVEMENT OVERLAY PROGRAM This project provides for the rehabilitation of approximately 2 miles of roadway. Roadways include SE May Creek Park Drive between SE 86th Place to 125th Place SE; 112th Avenue SE between SE 64th Street to Newcastle Way; and 116th Avenue SE between Newcastle Way and SE 76th Street. Work includes, but not be limited to, pavement grinding, pavement overlays, isolated pavement repairs, adjusting utility castings to grade, pavement markings, traffic control and other work, all in accordance with the Contract Plans, these Contract Provisions, and the Standard Specifications. The estimated construction cost is $1,680,200. The work shall be physically completed within fifty (50) working days after the commencement date stated in the Notice to Proceed. Each bid must be accompanied by a certified check, cashier's check, or surety company bid bond, on a form acceptable to the City, from a State-licensed Surety Company as surety, in an amount not less than five percent (5%) of the bid amount, payable to the City of Newcastle. A one hundred percent (100%) Contract Bond must be submitted by the Successful Low Bidder (herein after "Contractor"). Incomplete proposals and proposals received after the time fixed for the opening will not be accepted or considered. Faxed or emailed responses are not acceptable. Bid results will be made available on the City website. All bidders must certify that they are not on the Comptroller General's list of ineligible contractors or on the list of parties excluded from Federal procurement or non-procurement programs. Bids may not be withdrawn after bid opening. Financing of the Project has been provided by City of Newcastle, Washington and a Federal Grant administered by the Washington State Department of Transportation and includes a DBE goal of 15% and zero training hours. The City of Newcastle expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities and to Award the Project to the lowest responsive, responsible bidder as it best serves the interests of the City. The City of Newcastle, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally- assisted programs of the Department of Transportation, issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
