General Requirements Respondent shall demonstrate the ability to produce designs in a timely manner. Respondent shall provide design recommendations, Plans, Specifications, Estimates (PS&E), and bid documents for Traffic Signal Synchronization at up to 16 traffic signals within the city limits. Respondent shall determine the type of vehicle detection, traffic signal control hardware, firmware and central system software to monitor and control all the signalized intersections from the existing Traffic Management System (TMS) in the Police Station. Respondent shall collect data and make recommendations for the type of traffic control at each intersection such as isolated free operation, time of day coordination, traffic responsive signal coordination and/or fully adaptive signal control including the following as necessary: Data Collection - Collect turning movement counts on a typical weekday during the morning, midday, and afternoon peak periods and on a Saturday peak period. Travel Time Studies - The Engineer shall conduct travel time studies on each arterial for the morning, midday, afternoon, and Saturday peak periods before and after implementation. Timing Plan Generation - The Engineer shall perform capacity analysis at each intersection to evaluate the existing Level of Service (LOS) and perform optimization analysis using the existing volumes to determine the best cycle length for each peak period. The Engineer shall generate the time-space diagrams for the typical morning, midday, afternoon, and Saturday peak periods for each arterial. In Field Fine Tuning - The Engineer shall make recommendations and respond to questions in the field during the fine-tuning process. When the new timing plans are operational, the Engineer shall provide one or more qualified engineers for on-site fine-tuning assistance. The Engineer shall observe the actual operation of the new timing plans and recommend field adjustments to improve traffic operations. Reports - The Engineer shall prepare Preliminary and Final Reports covering the methodology used, the alternatives considered, the recommendations of the Engineer, drawing of each intersection (showing phasing, signal indications, etc.), turning movement count data, yellow-change/red-clearance interval worksheet and signal sequence chart for each plan and intersection. Additionally, Respondent shall perform the following: Coordination and obtainment of environmental clearance for the project area that are in compliance with grant requirements. Coordination with utility companies located within the project area. Coordination with City staff to discuss and finalize design criteria and acquire any special requirements regarding the Project. Coordination with TxDOT and other government agencies for design guidelines and requirements. Prepare draft documents for City's review at appropriate submittal schedule.
