INTRODUCTION The Jacksonville Transportation Authority (the "Authority" or "JTA") is a public body politic and corporate agency of the State of Florida created under Chapter 349, as amended, Florida Statutes. The Authority is a transit and transportation facilities provider in North Florida, constructing and improving roadways as well as constructing, equipping and operating transit services. The Authority operates in Duval County, Florida (the "County"), including in the City of Jacksonville, Florida (the "City"), and surrounding areas. Deadline for Questions: July 9, 2024, 12:00pm. All DBE questions shall be addressed to Ken Middleton at DBE1@jtafla.com or 904-598-8728. This includes questions related to certification or assistance with finding certified DBE's to partner with. Background The Jacksonville Transportation Authority is looking for a solution to working at heights and ensuring the safety of all individuals, specific to fall protection, that will be accessing the area that crosses the river. BID SECURITY (If Applicable) Each Bid must contain a Bid Security in the form of a Bid Bond, Certified Check, Cashier's Check, Treasurer's Check, and/or Official Bank Check. The Bid Security shall be in an amount not less than five percent (5%) of the amount of the total Bid price. A Bid Bond must be issued by a fully qualified Surety company, both acceptable to the Authority and listed as a company currently authorized under 31 CFR, Part 223 as possessing a Certificate of Authority as described thereunder. In submitting this Bid, the Bidder understands and agrees that the Bid may not be withdrawn for a period of ninety (90) days subsequent to the opening of Bids, without the written consent of the Authority. It is also understood and agreed that the Bid Security shall guarantee that the Bidder will not withdraw any part or all of the Bid for a period of ninety (90) days after the Bid opening without the written consent of the Authority. If the Bidder improperly withdraws its Bid or if the Bidder receives a Notice of Intent to Award and fails to: enter into the Contract; furnish adequate and acceptable Performance Bond(s) and Payments Bond(s), if required; furnish adequate and acceptable insurance; or, furnish other documents required by the Authority for execution of any of the above, all within ten (10) days after demand by the Authority of such action and in any event no later than issuance of the Notice to Proceed, the Bidder shall forfeit the entire amount of the Bid Security to the extent of the Authority's damages occasioned by such withdrawal, refusal, inability to enter into the Contract, or provide adequate security or insurance therefore. The amount of the Performance and Payment Bonds shall be one hundred percent (100%) of the Contract price, per 2 C.F.R. Contract Term The Contract shall commence upon the Authority's issuance of a Notice to Proceed (NTP) and shall be completed within sixty (60) calendar days or upon completion. The Jacksonville Transportation Authority ('JTA' or 'Authority') Skyway is a fully automated 2.5-mile elevated monorail system operating in the core business district of Jacksonville, Florida. Six (6) vehicles serve eight (8) passenger stations. The Operations and Maintenance Center (O&M Center) houses the Central Control room, Skyway administrative offices and maintenance/repair shops. The Skyway vehicles travel along a dual lane elevated guideway between all stations to include an approximately 1/2 mile bridge (Acosta Bridge) that spans the St. Johns River. The guideway requires a variety of maintenance activities at required heights. The Jacksonville Transportation Authority is looking for a solution to working at heights and ensuring the safety of all individuals, specific to fall protection, that will be accessing the area that crosses the river. After an annual inspection, the current lifeline support system over the Acosta Bridge was deemed unserviceable. The system cannot be recertified in compliance with OSHA 29CFR Fall Protection Standards due to changes to OSHA and safety standards for general industry (1910 Subpart D & 1910.132a) and construction industry (1926.500, 501, 502). This project will consist of installing a fall prevention system over the Acosta Bridge where authorized personnel perform maintenance, repairs, and required safety inspections. This system is a requirement for employee safety, and JTA must comply with OSHA fall protection regulations and standards. To assess our fall arrest needs an inspection team comprised of engineers and technicians who have verifiable experience in evaluating fall arrest systems will be given access to the site to make an evaluation. Appendix 'A' Drawing is being provided as part of the scope detailing information regarding the location. The selected firm will be responsible for the complete installation, including engineered review, of the system. Upon award of this contract, the selected firm must provide engineering drawings signed and sealed by a professional engineer licensed in the State of Florida to certify the proposed system meets all safety and load requirements for fall protection. JTA will provide the following assistance: o JTA will provide access to the system for visual inspections, testing and evaluation o JTA Skyway safety and security training required for all project personnel prior to commencement of system installation
