Bidder is to provide pricing and delivery time for 400-Watt equivalent, 18,000 nominal lumen, LED, cobra-head luminaires with field adjustable module in the quantities requested and as described in the specifications and bid form. It is the bidder's responsibility to provide any and all data sheets, documentation and any information required to adequately review the bid provided. Bidders must complete all forms and documentation. Bidder must also provide a list of any variances from the specifications for alternate luminaires. Failure to fully complete all forms or failure to provide sufficient documentation to evaluate the materials or equipment bids for compliance with the specifications is grounds for immediate disqualification. The burden of proof is on the bidder to prove the materials or equipment they are bidding is "equal" to specific catalog numbers, parts numbers or manufacturers listed in the specifications. Any luminaires bid as equal to the specific catalog numbers, parts numbers or manufacturers listed on the bid form and/or specifications must be approved for Roadway Lighting use with Alabama Department of Transportation (ALDOT). Bidder must provide documentation to support any alternates to the specific catalog numbers, part numbers or manufacturers listed in the specifications are approved by ALDOT. Vendor shall provide photometric data or electronic IES files for any alternate to the specific catalog numbers, parts numbers or manufacturers listed on the bid form. For items other than those listed, bidder must provide certification of compliance with Build America, Buy America Act. Questions related to the bid should be directed to the City of Dothan purchasing agent. Construction: The LED Roadway Luminaire must be designed with a rugged, corrosion resistant housing. The housing must be diecast aluminum with 2.0 mil minimum thickness polyester powder coated Gray finish. For questions regarding purchasing procedures contact Thad Taylor, Purchasing Agent. Provide an original of the entire bid (all pages) (unless noted otherwise). Bids submitted without all pages will be rejected. Bidding companies may send their bids by email to a local courier service or printing company, and that company can print the bid, prepare the sealed bid envelope, including all required information, and deliver the bid to the City of Dothan Purchasing Agent on time, by the bid invitation date and deadline indicated on the invitation to bid, for a fee to be paid by the bidding company. Bids shall not be emailed or faxed to any city employee. The City of Dothan shall bare no responsibility for the delivery of bids by a third party engaged by the bidding company. All bid openings are open to the public and will be held in the City Commission Chambers located at 126 North Saint Andrews Street, Dothan, Alabama on the second floor of the Roy Drigger's Municipal Building/Civic Center. Pertinent questions concerning the bid and specifications should be directed in writing to the Purchasing agent and will be addressed in a timely manner. Any mandatory Pre-bid conferences will be held at the location indicated on the bid invitation. The City of Dothan is located in the central time zone. Late bids cannot be considered. Bid prices quoted to the City of Dothan shall remain firm for a minimum of 60 days from the date of opening of the bid, unless so stated differently in the bid. Bids are awarded for a one-year period and may be extended to a two- and three-year period, with no change in pricing or bid specifications if both parties agree. The City of Dothan reserves the right to request a demonstration of any and all items bid before making the award. The City reserves the right to accept or reject any or all items covered in the request, or any portion(s) thereof: waive formalities, re-advertise and/or take such other steps decreed necessary and in the best interest of the City.
