The Erie County Department of Public Works - Division of Buildings and Grounds (herein also referred to as "The County") in conjunction with the Buffalo and Erie County Public Library is seeking Qualification Statements for an Architectural & Engineering consultant to provide professional services related to the project described above. In general, the work will include, but is not limited to, a program with design options and cost estimation for the interior reimagining and reconfiguration of all floors of the 400,000 square foot building, in both public and private book collections with a collection of nearly 2.8 million items, to create flexible spaces conducive to realizing the Library's vision to be a vibrant destination. The Central Library is looking to sustain and promote the community's cultural, intellectual, recreational, and informational needs for current and future generations. The ideal community focused design will build and strengthen community partnerships and increase usership of the library. To accomplish this, the Library is looking to create high functioning spaces for their staff to make their work more efficient and their working conditions more acceptable and equitable. Design considerations will include: options for flexible spaces, high-functioning spaces for library staff to improve working conditions, the changing use of the library's popular and historical collections, positioning staff closer to public areas, lack of adequate storage, lack of adequate meeting spaces, the need for more spaces for casual social interaction, a dedicated maker space, needs of the library's tenants, and rooftop access. Ideally the re-use of existing spaces with modern features incorporated will be prominent, but some spaces will require a more intensive remodel to fit the library's anticipated needs. Requests for Information/clarification of this RFQ/ RFP must be in writing or via email and submitted to Amanda Aponte at Rath Building 14th Floor; 95 Franklin Street, Buffalo NY 14202 or at Amanda.Aponte2@erie.gov Contract for or employ at the Consultant's expense, sub-consultant(s) to the extent deemed necessary for completion of the project. In accordance with Erie County Local Law No. 9-2005 and Local Law No. 3-2023, all contracted Professional, Technical or other consultant services must include a goal of at least 15% MBE participation, directly or through subcontracts, 5% WBE participation, directly or through subcontracts, and 6% SDVOB participation, directly or through subcontractors. The County reserves the right to reject the use of any sub-consultant. Nothing in the foregoing procedure shall create any contractual relationship between the County and any sub-consultant employed by the Consultant under the terms of the Agreement. The method of Contractor Selection has not been Determined at this time.
