The Contractor shall provide all necessary personnel, supervision, management, tools, equipment, transportation, materials and any other items or services necessary to provide Fire Suppression System Repair services related to the repair and recertification of water, dry, or chemical based fire suppression systems. Services include, but are not limited to, the performance repairs of all mechanical devices including valves, sprinklers, couplings, piping and connections, water motor gongs and alerting devices, tamper switches, pressure switches, water-flow switches, standpipes, backflow preventers, private fire service mains, fire dampers, pumps, and test headers as defined in UFC 3- 601-02 and National Fire Protection Association codes. 2. HOMESTEAD ARB, FL 33039 This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Simplified Acquisition Procedures (FAR 13) will be used for requirement. Solicitation FA6648-23-Q-0008 is issued as a request for quotation (RFQ). Interested parties who believe they can meet all the requirements for the items described in this combo are invited to submit, in writing, a complete quote package. Please provide the full solicitation number on all packages. Offerors are required to submit with their quote enough information for the Government to evaluate the requirements detailed in this combined synopsis/solicitation. Offerors shall submit quotes via email, please note the maximum file size is 10MB. Emails over this file size will not be received. Submit only written offers; oral offers will not be accepted. This combined synopsis/solicitation document and incorporated provisions and clauses for commercial products and commercial services are those currently in effect through Federal Acquisition Circular (FAC) 2023-04, electronic Code of Federal Regulation (eCFR) https://gov.ecfr.io/cgi-bin/ECFRl, and Department of the Air Force Federal Acquisition Circular DAFAC 2024-0522. THIS REQUIREMENT WILL BE: 100% TOTAL SMALL BUSINESS SET-ASIDE. This procurement is being issued with full and open competition under NAICS code: 561210 - Facilities Support Services and small business size standard of $47,000,000. The contractor will provide the following service(s): A Blanket Purchase Agreement (BPA) will be established for Fire Suppression Repairs at Homestead ARB, FL. A BPA is not a binding contract but an agreement: thus prices must be set prior to any orders being placed against the BPA. Additionally, either party has the choice to terminate or re-negotiate an agreement provided a 30-day notification is given. BPA's period of performance is usually for a five-year period unless terminated by either party or the BPA Master dollar limit has been met. The government is looking for a qualified company to provide Fire Suppression Repairs at Homestead ARB, FL. One (1) BPA will be established with the selected company able to meet our requirements. Price Offerors shall submit their firm fixed-price quote using RFQ FA664824Q0008 Price List. 3. Technical Info Factor 1. Technical Capability Offeror shall clearly show and demonstrate the company's technical ability to meet the Government requirement. Offeror shall either submit a capability statement or documents that clearly show the Offeror is capable of meeting the Government's requirements. Factor 2. Licenses Offeror shall demonstrate its personnel NICET qualifications OR EQUIVALENT of their Supervisors and Technicians in accordance with PWS Paragraph 10. The Contractor technicians shall provide evidence of National Institute for Certification in Engineering (NICET) level II-III certifications OR EQUIVALENT for all technicians as in Paragraph 10 of the PWS. The Contractor shall be licensed to perform this type of work in the state of Florida IAW paragraph 1-8.1.1 and 1-8.13 of the UFC 3-601-02. All Contractor personnel shall be considered fire systems maintenance personnel that can perform work on fire systems as defined in the State of Florida with Title XXXVII Chapter 633 of the Florida Statutes. Factor 3. Locality Contractor needs to provide proof that technicians are able to arrive at Homestead ARB within 2 hours in case of an emergency repair. The Government reserves the right to revise or amend the solicitation and attachments prior to the offer closing time. The amendments will be issued in sam.gov. The offeror shall acknowledge all amendments issued by completing and initialing the section titled Acknowledgment of Amendments located in Attachment 2 - BPA Price List The provision at 52.212-2, Evaluation - Commercial Items applies to this acquisition. ADDENDUM to 52.212-2, Evaluation - Commercial Items. The Government intends to award BPA with a $250,000 ceiling and a period of 5 years. The following factors shall be used to evaluate offers: Technical assessment. Your package MUST include technical capability description, licenses of the company's technicians and proof of locality. Information should clearly show and demonstrate your company's ability to meet the stated requirement. Failure to provide enough information, will result in a determination of quote being unresponsive to the solicitation. Price. This requirement will be awarded to the Lowest Price Technically Acceptable Offeror. In order to be found technically acceptable the quote must demonstrate the contractor's ability to meet the requirements for all 3 Technical subfactors: 1 Technical Capability, 2. Licenses and 3. Locality. It is a pass/fail basis. If a quote fails, it will be determined to be not technically acceptable. Quotes will be looked at from the lowest price. If the initial lowest price is found to be technically acceptable, award will be made to that vendor. Only one award will be made under this solicitation. The Government reserves the right to require minor clarifications or to hold discussions. However, the Government may award without requesting clarification/discussion.
