The Woodward Avenue Water Treatment Plant (WTP) is located at 700 Woodward Avenue, Hamilton, Ontario. The high lift pumping station (HLPS) north valve chamber (NVC) at the Woodward Avenue WTP was built approximately in the mid-1960s. It is a critical asset for the City of Hamilton (City), which supplies treated water to the Burlington Street trunk watermain. The City conducted a condition assessment in 2022 and denoted the state of the NVC infrastructure along with capital improvement recommendations for the short (0-2 years), medium (3-5 years) and longterm (6-10 years) horizon. This Project aims to address the short-term improvement needs. The scope includes but is not limited to: - Remove and safely dispose of all designated substances while ensuring compliance with the Occupational Health & Safety Act (OSHA), current guidelines and standards. The following designated substances and/or hazardous materials are confirmed and/or suspected within the project-specific work area(s): - Lead based paint finishes on process piping, and presence of silica in all concrete materials and finishes including levelling compounds and mortars - as well as pipe gasket materials. - Remove all visible rust on all exposed steel components, including victaulic couplings as per applicable Society for Protective Coatings (SSPC) Standards. Rehabilitate the pipes in the NVC by filling cracks on the concrete coating, and applying petrolatum tape primer and petrolatum tape on exposed steel components; - Replace all rusted hardware associated with five (5) 1200 mm (48inch) valve flanges, two (2) 500 mm (20 inch) blind flanges, three (3) 500 mm x 100 mm reducing flanges and five (5) victaulic couplings; - Remove and replace rusted 500 mm (20 inch) blind flange with new stainless steel blind flange along the West-East interconnecting pipe section; - Remove and replace all pipe supports with new pipe supports; - Replace one (1) air release valve and appurtenances on the North-West discharge header (reducing flange, stub pipe, isolation valve and air release valve); - Develop workplan outlining job preparation and disinfection means/methods per disinfection requirements; - Replace the existing NVC maintenance hole cover with a new curb and a watertight access hatch; - Provide waterproofing over the removable concrete access panels on the top of the NVC; and - Perform site restoration after the completion of construction. The value of this Project is estimated to be between $650,000.00 and $850,000.00.
