Reference Number 0000272984 Question deadline date extended from 07/09/2024 to 07/16/2024 02:00:00 PM EDT Ellis Don Corporation, acting as the Construction Manager on behalf of Defense Construction Canada (DCC), is inviting Bidders to submit their Statement of Qualifications to pre-qualify to bid on the Eastern Ontario Campus Project. The project is located at 8370 Franktown Road, Richmond, Ontario. This pre-qualification process is the first phase of a two-phase procurement process; the second phase is the tendering process. During the Tendering Phase, the pre-qualified bidders will be invited to prepare and to submit stipulated price tenders for work. The successful bidder will be required to enter into a contract with the Construction Manager based on a modified Ellis Don Stipulated Price Subcontract. This Request for Qualification's document sets out the requirements for the submission of the Bidders Statement of Qualifications and specifies the evaluation criteria and Bidder selection process for this phase. The Dwyer Hill Training Centre (DHTC) was acquired by DND in 1992 to serve a unit of the Canadian Special Operations Forces Command (CANSOFCOM). CANSOFCOM is a high- readiness organization, able to deploy special operations forces on short notice to protect Canadians from threats at home and abroad. The mandate and size of CANSOFCOM and its subordinate units has grown significantly over the years, and while projects have been completed at DHTC to support growth in personnel as well as new equipment and capabilities, the infrastructure at the site is undersized, in varying states of disrepair or is no longer suited to the current use. The project site is divided legally into three parcels which are located east of Dwyer Hill Road and separated by Franktown Road. The two north parcels have an approximate area of 46 hectares, while the south parcel is primarily undeveloped and consists of approximately 37 hectares. This pre-qualification package includes eligibility to bid on the following tender packages: Tender Package (TP-29) includes the supply and start up for the Division 23 HVAC Equipment (AHUs, RTUS, Air Cooled Chillers & Heat Pumps) for Buildings 2,3,4,5,7,8,11 & 13 (B2, B3, B4, B5, B7, B8, B11, B13) in the South and Building 12 (B12) in the North. Acceptable Suppliers: HTS, Trane, Longhill Energy (please refer to Division 23 specifications for details). Any alternate suppliers must submit a proposal confirming all specifications can be fully met, and proposal must be approved by design consultants and DND to pre-qualify. Bonding capacity for the project is set at $26,000,000 Bidders must provide a full shop drawings for Building 11 equipment to be compliant: Air-Source Heat Pump B11-ASHP-01 (Spec sections 23 64 23 & 23 81 43) Air-cooled air chiller B11-CH-01 (Spec section 23 64 23) Air Handling Units B11-AHU-01 & B11-AHU-05 (Spec sections 23 73 11, 23 74 50, & 23 75 13) This sample will be reviewed by the consultants to ensure your equipment is compliant with the spec, and will be the basis of your bid at the Tender stage after the pre-qual.
