The Work includes, but is not limited to, demolishing an existing retaining wall and stairs; constructing an H-pile retaining wall with concrete lagging and wooden stairs; constructing metal platforms and stairs; site excavation and grading; hauling, spreading, and compacting of excavated soil; furnishing and installing erosion control fabric and rip rap; furnishing and installing pump bay covers, kick plates, and pump shaft access guards; furnishing and installing pumping plant rooftop guard rails; furnishing, installing, and testing six (6) aluminum stop logs; repairing spalled and cracked concrete; resealing joints; furnishing and installing fiberglass reinforced polymer (FRP) platforms and metal framing; removing existing coatings and corrosion from pipes, flanges, and supports; recoating pipes, flanges, and supports; removing existing chain link fencing and metal guard rails on the rooftop of PP3; furnishing and installing safety railings at pumping plant roof tops; and modifying existing chain link fencing; and performing related required work as shown on the drawings and specified herein to make a complete project. The locations of the project sites are: 1. Pumping Plant No. 1 (PP1), 4000 Main Street, Oakley, California 94561 2. Pumping Plant No. 2 (PP2), 1260 O'Hara Avenue, Oakley, California 94561 3. Pumping Plant No. 3 (PP3), 1610 Laurel Road, Oakley, California 94561 4. Pumping Plant No. 4 (PP4), 3965 Neroly Road, Oakley, California 94561 5. Flow Control Station No. 1 (FCS1), 18600 Vasco Road, Byron, California 94514 Project is to be completed within three hundred (500) consecutive days from the date specified in the Notice to Proceed. Time for commencement and completion of the Work is important, and is to be of the essence of the Contract. Bidding procedures are prescribed in the Contract Documents. Bid item prices, quantities (if applicable), and extended amounts shall be entered into the electronic bid form generated by the online bid portal. Prospective bidders are responsible for ensuring that all required documents are attached to the electronic bid form prior to submission. Bid guarantee, in an amount not less than ten percent (10%) of the total bid dollar amount and conforming to the prescribed bidding procedures, is required to be submitted electronically with each bid as a guaranty to be forfeited should the bidder, if awarded the contract, fail to enter into the same, or fail to furnish in a timely manner, the bonds and/or proof of insurance. The successful bidder will be required to furnish the following: Payment Bond in the amount equal to one hundred percent (100%) of the Contract price; Faithful Performance Bond, in the amount equal to one hundred percent (100%) of the Contract price; and evidences of insurance in full compliance with requirements set forth in Paragraph 00820- 2.0, INSURANCE REQUIREMENTS. Each bidder shall submit with its bid a statement setting forth its experience on the forms included in the Bid Proposal. No bidder may withdraw its bid for a period of sixty (60) days after the date set for the opening of bids. CCWD reserves the right to reject any or all bids; to make any awards or any rejections in what it alone considers to be in the best interest of CCWD; and waive any irregularities in the bids. The successful bidder must ensure that employees and applicants for employment are not discriminated against on the basis of age, color, race, national origin, ancestry, religion, gender, sexual preference, marital status, and comply with the Americans With Disabilities Act. The Contractor shall furnish all labor, materials, equipment, tools, services, and incidentals (including permits, insurance, and bonds) to complete in its entirety, the Work described in the Contract Documents and which is reasonably and properly inferable and necessary for the proper completion of the Work. B. In general, the Work involves access improvements and facilities rehabilitation at Canal pumping plants and a flow control station. Elements of the work include, but are not limited to the following: 1. Demolishing an existing retaining wall and wooden stairs at PP2; 2. Constructing an H-pile retaining wall with concrete lagging at PP2; 3. Constructing metal platforms and stairs at PP1, PP2 and PP3; 4. Site excavation and grading at PP1, PP2, PP3, and PP4; 5. Hauling excess soil from PP1, PP2, PP3, and PP4 and spreading and compacting it along the Contra Costa Canal right-of-way near Segment 3 located between Sellers Avenue and Jersey Island Road in Oakley, CA; 6. Furnishing and installing erosion control fabric and rip rap at PP2, PP3, and PP4; 7. Demolishing existing pump bay railings and kick plates at PP1, PP2, PP3, and PP4; 8. Furnishing and installing pump bay covers and pump shaft access guards at PP1, PP2, PP3, and PP4; 9. Removing existing chain link fencing and metal guard rails on the rooftop of PP3; 10. Furnishing and installing guard rails around the roof perimeter at PP1, PP2, PP3, and PP4 in accordance with Section 05520 (METAL GUARDRAILS) and the Appendices listed below. For bidding purposes, contractor shall assume each pumping plant is 20 feet wide and 90 feet long, for a total perimeter length of 220 lineal feet of guard rails. Assume railings will be fixed and side mounted to exterior of parapet. a. Appendix C - Pumping Plant 1 Rooftop Safety Railings and Supporting Photos; b. Appendix D - Pumping Plant 2 Rooftop Safety Railings and Supporting Photos; c. Appendix E - Pumping Plant 3 Rooftop Safety Railings and Supporting Photos; d. Appendix F - Pumping Plant 4 Rooftop Safety Railings and Supporting Photos; e. Appendix G - Rooftop Safety Railing Representative Details; f. Appendix H - Pumping Plant Roof Plan Asbuilt Drawings; 11. Furnishing, installing, and testing six (6) aluminum stop logs at the PP4 flap gate structure; 12. Repairing concrete and resealing joints at the PP4 flap gate structure; 13. Furnishing and installing fiberglass reinforced polymer (FRP) platforms and metal framing at FCS1; 14. Removing existing coatings and corrosion from pipes, flanges, and supports at FCS1; 15. Recoating pipes, flanges, and supports at FCS1; and C. All of the work described in these Contract Documents is located in Contra Costa County, California, either on land owned by CCWD or by the United States Bureau of Reclamation (USBR), within easements acquired by CCWD, or within the public right-of-way.
