The Clay County Board of County Commissioners (County) is seeking a qualified Consultant to develop a phased Judicial Facility Master Plan for the Clay County Courthouse. The purpose of this Request for Qualification (RFQ) is to identify short and long-term facility needs and create a twenty-five (2049) and fifty (2074) year Master Plan to address those needs in the most effective and efficient manner. The County reserves the right to request any additional information from Bidders after Bid Opening and before award as it may be necessary to assist in review and evaluation of any Bid prior to submittal of a recommendation for award to the Board of County Commissioners. The County reserves the right to make an award either in part or completely, and/or to accept the bid that, in its judgment, will be in the best interest of the County; providing best value to the County with price, technical, and other applicable factors considered. The County Reserves the right to award to multiple Bidders. If provided for in the RFB Advertisement, Introduction Timeline, or Supplier Questionnaire Section; Bids require a five (5%) percent bid bond and may not be withdrawn after the scheduled opening time for a period of thirty (30) days. The term bid bond shall include bonds or cashier or certified checks payable to the County. The County's objective is to have Phase I completed within six (6) months of the effective date of the awarded agreement and Phase II completed within an additional eight (8) months, if awarded. Consultant shall provide a detailed schedule reflecting the proposed timeline to complete Phase I and Phase II. The method of Contractor Selection has not been Determined at this time.
