The Criterion By Which The Lamar County Board Of Education Shall Analyze The Proposals Is The Following: The Estimates Of All Costs Of Installation, Modification, Or Remodeling Including, Without Limitation, The Costs Of Pre-installation Energy Audit Or Analysis, Design, Engineering, Installation, Maintenance, Repairs, Debt Service, And Post-installation Monitoring, Data Collection, And Reporting, As Well As Whether Energy Consumed Or The Operating Costs Or Both Will Be Reduced In Any Board Of Education Facility, Regarding Heating, Ventilation, And/or Air Conditioning And Not Other Energy Usage. The Board Will Require A Qualified Provider To Provide A Written Guarantee That Either The Energy Or Operational Cost Savings, Or Both, Will Meet Or Exceed The Costs Of The Energy Or The Cost Saving Measures Within The Lessor Of 20 Years Of The Average Useful Life Of The Energy Cost Savings Measures. Should The Proposed Provider Fail To Meet This Requirement, The Contract Will Require The Provider To Reimburse The Lamar County Board Of Education For Any Shortfall Of Guaranteed Energy Cost Savings On An Annual Basis. The Lamar County Board Of Education Will Exercise Its Option To Not Require A Qualified Provider To Provide A Payment And Performance Bond. All Responses To This Request For Proposal Should Consider That The Lamar County Board Of Education Desires To Pay, On Or Before September 30, 2024, The Sum Of $2,850,000 In Partial Or Complete Payment For The Guaranteed Energy Cost Savings Contract. Accordingly, All Proposals Should Include A Pricing Structure That Considers The Preceding. The Lamar County Board Of Education Intends To Use A Combination Of Funds Designated For Operating, Capital Expenditures, Or Other Specially Designated Funds For Any Guaranteed Energy Savings Contract. All Proposals Must State The Qualifications Of The Provider. A Qualified Provider Must Be A Person Or Business Experienced In The Design, Implementation, And Installation Of Energy Cost Savings Measures. Qualified Providers May Request, And The Lamar County Board Of Education Will Give Due Consideration To, An Allocation Of Any Tax Deduction Available Under The Internal Revenue Code To The Qualified Provider. In Computing Operational Cost Savings, The Lamar County Board Of Education Will Include Expenses Eliminated And Future Expenditures Avoided As A Result Of The New Equipment Installed Or Services Performed.
