The County of Orange, County Procurement Office, (hereinafter referred to as County) is requesting competitive bids from qualified vendors (hereinafter referred to as Bidder) for Hydroseeding Services. The awarded Contract, (hereinafter referred to as Contract) will be between the County and awarded Bidder, (hereinafter referred to as Contractor) in accordance with the model contract terms, conditions and scope of work. There are three (3) types of tasks associated with this Contract: Erosion control hydroseeding or hydromulching cut and fill slope areas denuded by construction and landfill areas at County-operated sanitary landfills. Slopes vary and in some areas are steeper than 2:1. Hydro seeding or mulching shall be applied to the areas shown on the plans or as directed by County, and may or may not include plant material (seed and mycorrhizal inoculum and/or fertilizer). The objective shall be to prevent erosion of soils and, if applicable, establish plant growth on the slopes and deck areas. Hydroseeding habitat mitigation sites using locally sourced seed material and mycorrhizal inoculant, and without added synthetic fertilizers. Slopes vary and in some areas are steeper than 2:1. The objective shall be to initiate the establishment of new habitat for local flora/fauna in compliance with regulatory permits and habitat conservation plans. Supplemental hydroseeding in existing habitat mitigation sites containing existing native vegetation. Care shall be taken to neither disturb nor cover such vegetation with excessive amounts of slurry and the mix shall contain locally sourced seed material and mycorrhizal inoculant, and no added synthetic fertilizers. The objective shall be to increase native plant cover and diversity without disturbing existing habitat. A surcharge per acre may be applied to this type of work when existing native cover is determined by recent habitat mitigation monitoring reports or another objective biological survey method to be greater than or equal to 50%. Question Submission Deadline: July 12, 2024, 2:00pm. All questions pertaining to this Invitation for Bid (IFB) must be submitted through electronically. Bidders are not to contact other County personnel with any questions or clarifications concerning this Invitation for Bid (IFB). County will provide all official communication concerning this IFB. Question Response Deadline: July 17, 2024, 2:00pm. All addenda will be submitted and posted electronically. OC Waste & Recycling is soliciting bids from qualified businesses for Hydroseeding Services Hydroseeding shall be applied during the fall/winter season between October 1 and January 15, or as so required and directed by County. Contractor shall limit work to standard landfill operational hours (7:00 am - 5:00 pm Monday through Friday except the 6 major Federal holidays), unless special arrangements are made to complete emergency work outside of the normal business day. Bids will be valid for a period of 365 days after IFB closing date. Award Upon recommendation of Contract award, Bidder will be required to submit the following documents within seven (7) days of County notification, unless otherwise specified in the solicitation: Insurance: Certificate(s) of Insurance, including additional Insured Endorsement(s); refer to General Terms and Conditions, Article O-Insurance W-9 Form: Current signed W-9 (Taxpayer ID No & Certification), which includes Contractor's Legal Business Name(s). Out of State Vendors may be required to submit a 587/590 Form. Acceptance/Rejection/Award: Bids submitted in response to this IFB may become subject to public disclosure under the California Public Records Act, and other applicable law. The County shall not be liable in any way for disclosure of any such records. Additionally, all bids shall become the property of the County. The lowest responsive, responsible Bidder will be recommended for contract award. Bids will be reviewed by the County for responsiveness to all requirements. The County has the right to reject any bid deemed unresponsive or lacking the resources or experience to adequately perform the services described herein. Only those responsible, responsive bids meeting all solicitation requirements and specifications shall be further reviewed for consideration for award. Award shall be based on the lowest, responsive, responsible bid. Please take notice, non-acceptance of the County of Orange terms and conditions, incorporated in model contract, may deem a bid non-responsive. County may not accept any other terms, conditions, or provisions contrary to those contained within this solicitation. Final award determination shall be based upon the lowest responsive, responsible bid, and may also include a review of Bidder's ability to meet the requirements and perform the services specified in this solicitation; Bidder's references and past performance; and Bidder's acceptance of County of Orange terms and conditions. In addition, County reserves the right to verify and validate any information prior to Contract Award and during the entire term of the Contract. By submitting a response to this solicitation, Bidders agree to accept the decision of the County DPA as final. Awarded Bidder will be required to sign a contract upon award. If Bidder is a corporation, signature will be provided in accordance with the corporation's code as specified in this solicitation. This Contract is for a three (3) year term, effective November 23, 2024 through November 22, 2027. This Contract may be renewed, on an annual basis, by mutual written agreement of both Parties for two (2) additional one (1) year terms. Renewal amendments may require approval of the County Board of Supervisors. The County does not have to give reason if it elects not to renew.
