Demolition, site work, paving and new construction of a mixed-use development in Rhinelander, Wisconsin. Completed plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; for paving for a bridge / tunnel; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The City of Rhinelander is seeking to select an engineering firm to enter into a three-party contract for a Wisconsin Department of Transportation (WisDOT) Local Bridge Program project. The City of Rhinelander has signed a State/Municipal Agreement for this Local Program Bridge Project. The City seeks proposals to prepare Plans, Specifications, and Estimate (PS&E) documents for project 9997-16- 01/71, Kemp Street Bridge, Bridge Replacement, City of Rhinelander, Oneida County, Wisconsin. This project is necessary to replace the aging and structurally deficient existing Kemp Street Bridge over the Wisconsin River and approach work on both sides of the bridge. The bridge is included in the WisDOT Local Bridge Program as a full replacement. The documents developed for the rehabilitation project are available for the successful design firm for this project. The approved project scope includes removing the existing structure, constructing a new structure over the Wisconsin River; constructing a pedestrian underpass; approach design including pavement, curb and gutter; sidewalk; ADA compliant curb ramps, storm sewer; lighting; utility coordination with special consideration of utilities hanging form the existing deck; and all incidentals to successfully replace the bridge. Selection of a firm is anticipated to be made during the week of August 12, 2024 and will be brought to the City Council for discussion and approval thereafter. Development of scope and contract negotiations will follow immediately after the selection is made and approved by the City of Rhinelander City Council and the Wisconsin Department of Transportation. If negotiations with a selected firm do not result in a contract acceptable to the City, negotiations would then take place with the next highest-ranked firm.
