No Bidder May Withdraw His Bid for a Period of Thirty (30) Days After the Date Set for the Opening of Bids. Upon Approval, the Owner Will Issue Payment to the Contractor in the Amount of 90% of the Contracted Value of the Completed Work as of the End of the Preceding Month, as Recommended by the Engineer. Payment for the Balance Retained Will Be Issued by the Owner Upon Completion of the Work and Approval Thereof by the Owner's Engineer, City or Governmental Approval When Necessary, and Acceptance by the Owner. The Owner Reserves the Right to Reject Any or All Bids and to Waive Informalities. Owner on its own initiative may issue Addenda to clarify, correct, supplement, or change the Bidding Documents. 7.02 Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing. 7.03 Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all registered plan holders. Questions received less than seven days prior to the date for opening of Bids may not be answered.
