work including the furnishing of all labor, material and equipment necessary or required to complete all work set forth in the specifications and work plan for the 12 Bellview Place Roof and other Asbestos Containing Materials Removal. Each bid must be made upon the prescribed forms, furnished with the Contract Drawings and Specifications, including the noncollusion affidavit and disclosure statement and must be accompanied by a Consent of Surety and a certified check, cashier's check or Bid Bond of not less than ten percent (10%) of the amount bid and, not to exceed $20,000.00. Such checks and Bonds shall be made payable to the Owner and will be held as a Guarantee that, in the event the Bid is accepted and a Contract awarded to the bidder, the Contract shall be duly executed and its performance properly secured. The successful bidder shall furnish and deliver to the Owner a performance and payment bond each in the amount of 100 percent of the accepted bid amount as security for the faithful performance and payment of the Contract. Further, the successful bidder must furnish the policies or Certificates of Insurance required by the Contract. In default thereof, said checks and the amount represented thereby will be forfeited to the aforesaid Owner as liquidated damages. Bids must be accompanied, in the case of corporations not chartered in New Jersey by proper certificate that such corporation is authorized to do business in the State of New Jersey. Each bid must be enclosed in a sealed envelope bearing the name and address of the bidder, addressed to the Owner and labeled for the "Bid Documents, Specifications & Work Plan for the 12 Bellview Place Roof and other Asbestos Containing Materials Removal. The successful bidder will be required to comply with all provisions of Law including, but not limited to, the requirements of: Executive Order #34 (1976) Executive Order 11246 regarding Equal Employment Opportunity, as amended Debarred Vendors N.J.S.A. 52:25-24.2 (P.L. 1977, c.33, Disclosure of Ownership) N.J.S.A. 52:32-44 (P.L. 2004, c.57, Business Registration) N.J.S.A. 34.11-56.25, et. seq. (P.L. 1963, c.150, Prevailing Wages) N.J.S.A. 34.11- 56.48 (Public Works Contractor Registration) N.J.S.A. 10:5-31, et. seq. and N.J.A.C. 17:27 (Affirmative Action Compliance/EEO) N.J.S.A. 52:32-55 (P.L. 2012, c.25, Disclosure of Investment Activities in Iran) 42 U.S.C. S121 01 et seq. (Title II of the Americans with Disabilities Act of 1990) All corporations and partnerships must comply with Chapter 33, of the P.L. of 1977, regarding disclosure of partners and stockholders. All bids shall be irrevocable, not subject to withdrawal and shall stand available for a period of sixty (60) days. A Pre-Bid meeting shall be held to answer questions raised by Bidders. The Owner Reserves the right to reject any bids, to waive informalities or irregularities in the bids received and to accept the bid from the lowest responsible bidder. A Pre-Bid meeting may be held based on the number of questions raised by the Bidders. No interpretations of the meaning of the Contract Documents will be made orally by the Engineer to any prospective bidder and any request for an interpretation must be made at least ten working days prior to the date of the opening of bids. Interpretations and any supplemental instructions will be mailed by certified mail to all known prospective bidders not later than seven days, Saturdays, Sundays and holidays excepted, prior to the bid opening and will be published in the same manner as the original advertisement.
