SCOPE OF WORK/SPECIFICATIONS 3.1 INTRODUCTION. The Village of North Palm Beach Public Works Department is seeking proposals from qualified firms to provide all materials and services necessary to provide Comprehensive Landscape and Grounds Maintenance and Related Services, including pest control, fertilization and on demand additional services, in accordance with the terms, conditions, and specifications contained in this Request for Proposals ("RFP"). The Village reserves the right to award some or all Services to one or more qualified firms on a non-exclusive basis. Leisure Services locations include: o Lakeside Park: 680 Lakeside Drive o Library: 303 Anchorage Drive o Osborne Park: 705 Prosperity Farms Rd o Community Center: 1200 Prosperity Farms Rd o Veterans Park: 303 Anchorage Drive (adjacent library) o Anchorage Park: 603 Anchorage Drive Country Club locations include: o 951 US Hwy 1 Public Works locations include: o Numerous facilities and locations (see List of Maintenance Areas below) 3.2 SCOPE OF WORK 3.2.1. SUMMARY The landscape objectives for this Project are to provide a visually pleasing and environmentally sound landscape with high standards of maintenance. 3.2.2. The Scope of Services and Schedule are summarized in the table below: Scope of Services Response Time Commitments Litter/Debris Removal Edging Trimming Shrub Pruning Mowing Blowing Raking Mulching Flower Bed Replacement Weed Control Fertilization Irrigation Pest Scouting, Disease Control, and Treatment On Demand Additional Services 3.2.2.1 Mowing times shall be between the hours of 8:00AM - 6:00PM, Monday through Saturday. Mowing times for the NPB Country Club shall be from 7:30 am - 4:30 pm Monday through Friday. No mowing shall occur on Sundays, July 4th, Thanksgiving Day, Christmas Day, or New Year's Day, unless prior approval has been provided by the Project Manager. The Contractor shall coordinate the maintenance work schedule with the Project Manager so as not to conflict with any scheduled activity or event. 3.2.2.2. The Parks Superintendent serves as the Project Manager for all Leisure Services grounds. Quality Assurance. 3.2.4.1. Contractor shall be an individual or firm of established capability, experience and reputation, which is regularly engaged in, and which maintains a regular force of workers skilled in performing the Services as outlined in this RFP. 3.2.4.2. Contractor shall hold a current business tax receipt issued in Palm Beach County and possess a minimum of five (5) years' experience performing landscaping and grounds maintenance services under its current business name and ownership under contracts with a similar size, scope, and complexity. The Field Supervisor must have a minimum of three (3) years field supervisory experience on work of a similar size, scope, and complexity. 3.2.4.3. All Contractors shall visit the site(s) and inspect all Service areas, Irrigation, and landscape prior to submitting a proposal. 3.2.4.4. All Contractors shall comply with all sections of these Specifications. 3.2.4.5. No Services are to be subcontracted without the prior written consent of the Village. 3.2.4.6. Contractor shall comply with all applicable local, state and federal health and safety requirements, including the latest revisions to the Occupational and Safety and Health Administration (OSHA) standards, American National Standards Institute (ANSI) Z133.1- 2000 (Tree Care Operations-Safety Requirements) and State of Florida Department of Transportation (FDOT vehicle safety and traffic control requirements). 3.2.4.7. All landscaping shall be maintained in a healthy, neat, and attractive condition and shall be maintained in accordance with the American Society of Landscape Architect's standards. 3.2.4.8. Contractor shall designate a competent supervisor or foreman to oversee all Services described in these Specifications. 3.2.4.9. Contractor shall be responsible for promptly notifying the Village of any damage to irrigation systems, buildings, vehicles or other structures, properties or possessions, which occur as a result of all Services performed pursuant to this RFP, or improper or negligent activities, as defined in these Specifications.
