In accordance with the following and in compliance with all terms and conditions, unless otherwise noted, the undersigned offers and agrees, if the proposal is accepted, to furnish items or services for which prices are quoted, , delivered or furnished to designated points within the time specified. It is understood and agreed that with respect to all terms and conditions accepted by the City of Harrisonburg the items or services offered and accompanying attachments shall constitute a contract. Sealed proposals, subject to terms and conditions of this Request for Proposal will be until the date/ time specified above for furnishing items or services delivered or furnished to specified destinations within the time specified or stipulated by the vendor(s). The City does not discriminate against small and minority businesses or faith-based organizations. The purpose of this Request for Proposal (RFP) by the City of Harrisonburg, Virginia (the City) is to solicit sealed proposals from interested consultants (Offerors) with skills and expertise in evaluation of existing and future conditions of a small area transportation system and public infrastructure and making recommendations to manage traffic and mobility as the area grows. The portion of the City of Harrisonburg to be studied is generally contained withing the road networks of South High Street (VA-Route 42), Pleasant Hill Road, West Mosby Road, Pear Street, & South Main Street (US-Route 11). The goal of the Small Area Study is to provide the City with a guiding document for achieving its goals for safety, operational performance, and multimodal accessibility, as identified in the city's Comprehensive Plan, in both the short and long term. The recommendations provided by the Small Area Study will inform a future update to the Comprehensive Plan, to be used to guide the City's review of development proposals in the area and be considered in determining Capital Improvements Program priorities. This solicitation is being issued as a competitive negotiation for professional services, in accordance with Virginia Code 2.2-4302.2 A.4. The Pear-Mosby Small Area Study will necessitate the following items / activities in order to facilitate a complete understanding of the transportation and infrastructure needs of this portion of the City and determine steps necessary to accommodate the anticipated growth over the 20-year horizon of this study. 1. Identify study parameters including the future land use scenario, trip generation and distribution, measures of effectiveness, growth rates, data sources, analysis tools, and others as determined by the study team. 2. Existing Conditions analysis a. Description of existing land use and transportation network, including pedestrian, bicycle, and transit facilities and a qualitative evaluation of these multimodal features. b. Complete data collection (Fall 2024) i. 12-hour vehicle turning movement counts at public intersections and major private entrances ii. Midblock volumes, speeds, and heavy vehicle percentage iii. Pedestrian counts / pedestrian crossings (full week) iv. Provided by city - Transit ridership analysis (full week) v. Bicycle counts (full week) c. Evaluate the area's multimodal transportation infrastructure. This may include qualitative evaluation of facility comfort. d. Conduct a safety analysis. e. Review access management for road intersections and entrances using the VDOT Road Design Manual Appendix B2 standards for P4 areas. Develop models of the future year scenario for land use / development. The future year scenario (2045) will be comprised of growth projections based on the Future Land Use Map, population projections, development trends, and the professional judgement of staff. It will also include background growth, and approved or otherwise known development, proffered improvements, and city capital projects. b. Incorporate previous area studies and traffic impact analyses into development of future-year conditions. 4. Provide no-build 2045 scenario. 5. Propose build alternatives that include the following: a. Context sensitive street typologies b. Operational analyses using measures of effectiveness c. Complete Streets criteria i. prioritizing safety and accessibility for all road users and identification of mode preferences, as appropriate. ii. Identification of multimodal features, services, and design guidance that encourage nonmotorized travel d. Signalized and unsignalized intersection analysis. e. Connectivity recommendations supporting traditional neighborhood design, urban access management, and arterial preservation. f. VDOT Junction Screening Tool and Intersection Control Assessment Program analysis for public intersections 6. Conduct public involvement for the build alternatives. a. Determine methods of public involvement in collaboration with working group b. Implement public involvement methods. c. Synthesize public input and share with working group. 7. Develop a preferred alternative. a. Using public input and professional judgement of the study team, identify the preferred alternative(s) and recommendations for the study area. b. Provide operational analysis. c. Conduct a sensitivity analysis for preferred alternative, indicating threshold conditions that necessitate specific study recommendations to be implemented. d. Provide planning level concept drawings with typical sections and cost estimates. e. Provide a preliminary design and detailed cost estimate for selected elements of the preferred alternative. The preliminary design and detailed cost estimates should be in sufficient detail to allow the City to apply for funding. Cost estimates will include design, right-of-way and easement acquisition, and construction. f. During the negotiation phase of this solicitation, the City will work with the selected firm to determine the number of preliminary designs and detailed cost estimates to be provided. Question Deadline 07/30/2024 at 12:00 PM ET Questions related to the RFP or requests for clarification shall be directed to the Procurement Manager for the City of Harrisonburg, by email (Questions@harrisonburgva.gov). Oral questions will not be permitted. All responses to inquiries will be in writing and will be posted electronically. The subsequent contract will be a firm-fixed price contract in lump sum format with an anticipated start date of September 2024. The fee(s) will remain firm through the initial contract term and will include all charges that may be incurred in fulfilling the requirements of this initial contract. There shall be no options to renew this contract. Selection shall be made of two (2) or more Offerors deemed to be fully qualified, responsible, and suitable on the basis of initial responses and with emphasis on professional competence, to provide the required services. Repetitive informal interviews shall be permissible. The offerors shall be encouraged to elaborate on their qualifications and performance data or staff expertise pertinent to the proposed project, as well as alternative concepts. At the discussion stage, the public body may discuss nonbinding estimates of total project costs, including, but not limited to, life-cycle costing, and where appropriate, nonbinding estimates of price for services. At the conclusion of discussion, outlined in this subdivision, on the basis of evaluation factors published in the Request for Proposal and all information developed in the selection process to this point, the public body shall select in the order of preference two or more offerors whose professional qualifications and proposed services are deemed most meritorious. Negotiations shall then be conducted, beginning with the offeror ranked first. If a contract satisfactory and advantageous to the City can be negotiated at a price considered fair and reasonable and pursuant to contractual terms and conditions acceptable to the City, the award shall be made to that offeror. Otherwise, negotiations with the offeror ranked first shall be formally terminated and negotiations conducted with the offeror ranked second, and so on until such a contract can be negotiated at a fair and reasonable price. Should the City determine in writing and in its sole discretion that only one (1) Offeror is fully qualified, or that one (1) Offeror is clearly more highly qualified than the others under consideration, a contract may be negotiated and awarded to that Offeror. Once the selection has been made as to which Offeror will be awarded the contract, the Procurement Manager will post a Notice of Award online. The award documentation will subsequently be followed by a contract incorporating by reference all the requirements, terms and conditions of the solicitation and the Offeror's proposal as negotiated. Successful Offeror shall contact the Commissioner's Office to obtain proper business licensing for the City of Harrisonburg, if it does not already possess (540-432-7704). The City reserves the right to make on-site visitations to assess the capabilities of individual Offeror(s) and to contact references provided with the proposal. The City reserves the right to award a contract(s) to as many Offeror(s) as deemed necessary to fulfill the anticipated requirements of the City of Harrisonburg. The method of Contractor Selection has not been Determined at this time.
