Disclaimer: IN ORDER FOR YOUR BID TO BE CONSIDERED A LEGAL BONAFIDE BIDDER ON THE PROJECT, DOCUMENTS MUST BE PURCHASED FROM REMINGTON, VERNICK ENGINEERS DIRECTLY 2024 Road Program The Township of Saddle Brook reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the Township of Saddle Brook, in accordance with applicable law. Each bid shall be accompanied by a certified check, cashier's check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by the Township of Saddle Brook in an amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the amount bid. Any such bid bond shall be without endorsement or conditions. Bids shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond. The award of the contract shall be made subject to the necessary moneys to do the work being provided by the Township of Saddle Brook in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the Township of Saddle Brook in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 (Affirmative Action), N.J.S.A. 34:11-56.25 et seq.(New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. S12101, et seq.). The contractor is further notified that he must comply with N.J.S.A. 52:25-24.2 and submit a Disclosure Statement listing stockholders with his bid. The contractor is further notified that he must comply with N.J.S.A. 34:11-56.48 et seq. Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act. The contractor is also further notified that he must comply with N.J.S.A. 52:32-44 and submit proof of business registration and submit proof of business registration for any named subcontractors in accordance with the act. All contracts and subcontracts for construction or purchase of materials are subject to Section 3 of the Housing and Community Development Act of 1968 where to the greatest extent possible, opportunities for training and employment shall be given to lower income residents of the project area, and when possible, contracts shall be awarded to business concerns owned by area residents. Small, Minority and Women's Business Enterprises are encouraged to obtain specifications and compete for the contracts assisted with Community Development Block Grant Funds. The work for this project includes, but it not necessarily limited to the following major work items: 1. The existing road milled to a depth of 2" and overlay with new 9.5M64 hot mix asphalt surface course. Part of the road is a concrete surface. 2. Reset utility castings, including inlets, sanitary manholes and storm manholes. Reset vent and valve boxes as needed within the limit of the project as detailed on the plans. 3. Remove and replace existing concrete curb and sidewalk, including locations at and around curb ramps as indicated on the plans or directed by the engineer and/or inspector in the field. Install header curb where indicated on the plans. The contractor shall coordinate grade elevations with a Remington & Vernick Engineer and/or inspector in the field. 4. Existing curb ramps shall be replaced with ADA compliant curb ramps with approved truncated domes. 5. Replacement and restoration of an existing sanitary sewer cleanout on Orchard Lane. 6. Replacement of inlet heads and grates as shown on the plans. 7. Replacement of concrete driveway aprons as shown on the plans. 8. Replacement of concrete curb as shown on the plans. 9. Installation of storm drainage inlets and pipe on Nightingale Road. 10. Replacement of a section of sanitary sewer on Lincoln Avenue. 11. Replace all existing traffic striping and markings in kind and as specified per the plans. 12. Restore all disturbed areas in kind in the same condition or better prior to commencing improvements. This shall include topsoiling, seeding, sodding and fertilizing. 13. The contractor is responsible for the location of all utilities and to schedule all work involved with utilities. Any cost related to this coordination shall be included in the various items in the proposal 14. All related incidental work, including but not limited to, maintenance and protection of traffic, dust control, soil erosion and cleaning and restoration. 15. Contractors will be responsible for on-site safety and shall provide a qualified on-site safety appointee at all time, for the duration the project. The above Scope of Work outlines the general items and shall not be construed as being allinclusive.
