Major Items of Work for This Project Include the Following Approximate Quantities: The Project Will Include Stripping, Stockpiling and Re-spreading 86,000 Cy of Topsoil; Placement of 500,000 Cy of Embankment With Random Berm Fill Material; Construction of 3,850 Lf of Permanent Fence; Construction of 570 Sy of Pcc Pavement; Construction of 2,000 Lf of 18-in to 54-in Diameter Reinforced Concrete Pipe With Aprons; and Other Associated Improvements. Each proposal shall be accompanied by a certified check, bid bond by a surety company registered to do business in the State of Iowa, or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States in the amount of ten percent (10%) of the total bid price and made payable to the City of Council Bluffs. A copy of the certified check, bid bond, or share draft is to be uploaded in the assigned requested attachments area. If a company who has a check is awarded the bid, the City will request the physical check at that time. The certified check or share draft will be returned to the successful bidder once the agreement has been executed. Letters of credit and company or personal checks are not acceptable substitutes for a bid bond and will be cause for rejection of bid. Each bidder's proposal shall include a list of at least three (3) projects completed in the last five (5) years. These projects shall be similar in contract amount and scope of work to the proposed project. Scope of work for the proposed project includes the MAJOR ITEMS OF WORK listed above. Bidders shall also submit with their bid the phone numbers and the names of contact persons for each of the similar projects listed. No bidder may withdraw their proposal within 60 days after the bid opening. The successful bidder will be required to furnish satisfactory performance and payment bonds in the amount of one-hundred percent (100%) of the total bid price, a certificate of insurance and a certificate of equal employment opportunity and comply with minimum wage provisions as established by the U.S. Department of Labor. The work under the proposed contract shall be completed as detailed in the Instructions to Bidders. All work is to be completed on or before June 30, 2026. The City of Council Bluffs plans to submit a Notice of Intent to the Iowa Department of Natural Resources to be covered under the NPDES General Permit No. 2 "Storm Water Discharge Associated with Industrial Activity for Construction Activities." The storm water discharge will be from "Geotechnical MR-6, City of Council Bluffs, Iowa, City Project No. PW23-06A" and construction activity located in Sections 9 and 16, T14N, R44W, Pottawattamie County.
