Site work, paving and new construction of a mixed-use development in Smithville, Texas. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; water / sewer project; for the construction of a 3,870-square-foot, one-story above grade pre-engineered storage facility; and pre-engineered storage facility.

New Construction Innovation Center The City of Smithville is seeking Competitive Sealed Proposals (CSP) for construction of the "Innovation Center," a 3,300 square foot Workforce Training and Incubator space including an alternative build for additional square footage, to be located at 400 Fawcett Street, Smithville, TX. An Alternate for the undergrown stormwater retention system is also required. Reference: TDA GRANT #CRC22-0031. Bids are invited for several items and quantities of work as follows: o The Project includes, but is not limited to the building and miscellaneous site work and pavement repairs. Rough site grading and a storm water retention system is part of the scope of work. o The Base Bid is a 3,300 sq. ft. pre-engineered building (PEMB) with wood framed exterior and interior walls. The exterior walls are metal panels. The roof is standing seam metal. Mechanical and electrical work are part of the scope. o Two (2) add Alternates are requested in the Bid: Alternate No. 1 is an underground storm water retention system; Alternate No. 2 is an addition to the Base Bid building footprint comprising of 700 sq. ft. The Alternate is an additional PEMB frame which includes more electrical and HVAC equipment and work. A checklist and scoring criteria are provided in the bid document. The Contractor shall be responsible for coordinating all work with the Owner's vendors. CSP/Contract Documents, including Drawings and Technical Specifications are on file at 317 Main Street / Smithville, TX 78957. All bidders shall obtain at least one (1) print version of the CSP/Bid Documents, available at the Pre-Bid Meeting. Thereafter, the documents will be available electronically. They will be available online. Bond Notes: A Bid Bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Smithville or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. The City strives to attain goals for compliance with Federal Section 3 regulations by increasing opportunities for employment and contracting with Section 3 residents and businesses where feasible. The City of Smithville reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by City of Smithville for a period not to exceed thirty (30) days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. Residents and Business Concerns, Minority Business Enterprises, Small Business Enterprises and Women Business Enterprises are encouraged to submit proposals.
