Site work, paving and renovation of a civil project in Dysart, Iowa. Completed plans call for site work for a road / highway; for paving for a road / highway; for the renovation of a water / sewer project; and water / sewer project.
2024 Sanitary Sewer Lift Station Backup Generators located at 3271 190th Street & 301 Sherman Street. The work generally consists of purchasing, delivering, setting & installing two (2) backup generators, two (2) automatic transfer switches, two (2) 1,000-gallon LP tanks filled with eight hundred (800) gallons of LP each, twenty (20) cubic yards of topsoil, fifty (50) cubic yards of excavation, one hundred (100) square yards of 6" modified subbase, and fifty (50) square yards of 12" PCC Pavement. The Work is located at the Sanitary Sewer Lift Stations (3271 190TH Street & 301 Sherman Street) in Dysart, Iowa. The City Council has previously filed these documents with the City Clerk of the City of Dysart, Iowa. The City Engineer's opinion of probable construction cost for the Work is $133,000. The proceedings of the City Council referring to the proposed plans, specifications, form of contract, and cost opinion are also made part of this notice. At this hearing, any interested person may file written and/or oral objections to these documents and the proposed improvements. Bids shall be on a unit price basis. The estimated quantities are not guaranteed but are solely for the purpose of comparison of units. Final payment will be based on actual quantities constructed. Anticipated Date of Fully Executed Contract August 9, 2024 Early Start Date: Site 1 - Site Preparation & Concrete Pad Construction August 12, 2024 Late Start Date: Site 1 - Site Preparation & Concrete Pad Construction August 26, 2024 Milestone 1: Site 1 - Site Preparation & Concrete Pad Construction Substantially Complete September 30, 2024 Working Days: Site 1 - Site Preparation & Concrete Pad Construction 20 Early Start Date: Site 2 - Generator & LP Tank Installation August 12, 2024 Late Start Date: Site 2 - Generator & LP Tank Installation October 27, 2024 Milestone 2: Site 2 - Generator & LP Tank Installation Substantially Complete December 15, 2024 Working Days: Site 2 Generator & LP Tank Installation 20 The award of the contract is tentatively scheduled for July 10th, 2024. Award will be subject to the City Engineer reviewing the bids for math errors, unusual bids, or other informalities. Pre-Bid Conference A pre-bid conference has not been scheduled for this Project. Each bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8, as security that the successful bidder will enter into a contract for the work bid upon and will furnish after the award of contract a corporate surety bond, in a form acceptable to the City, for the faithful performance of the contract, in an amount equal to 100% of the amount of the contract. The bidder's security shall be in the amount fixed in the Instruction to Bidders, in the amount of ten percent (10%) of the total bid and shall be in the form of a cashier's check or a certified check drawn on an FDIC insured bank in Iowa or on an FDIC insured bank chartered under the laws of the United States; or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States; or a bid bond on the form provided in the contract documents with corporate surety satisfactory to the City. The bid shall contain no condition except as provided in the specifications. Other Bonds The successful bidder shall be required to provide Performance and Payment Bonds, each in the amount of 100% of the contract amount. No bid may be withdrawn for a period of 30 calendar days after the date of opening. The City Council of the City of Dysart, Iowa, reserves the right to reject any and all bids, to waive informalities and technicalities, and to enter into such contracts as it deems in the best interest of the City. The City reserves the right to defer acceptance of any proposal for 30 calendar days after the bids have been received and opened. Question Deadline 07/03/2024. Interpretations or clarifications considered necessary by ENGINEER in response to such questions will be issued by Addenda faxed, mailed or delivered to all parties recorded by ENGINEER as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Award of Contract: OWNER reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. OWNER further reserves the right to reject the Bid of any Bidder whom it finds, after reasonable inquiry and evaluation, to not be responsible. OWNER may also reject the Bid of any Bidder if OWNER believes that it would not be in the best interest of the Project to make an award to that Bidder. More than one Bid for the same Work from an individual or entity under the same or different names will not be considered. Reasonable grounds for believing that any Bidder has an interest in more than one Bid for the Work may be cause for disqualification of that Bidder and the rejection of all Bids in which that Bidder has an interest. In evaluating Bids, OWNER will consider whether or not the Bids comply with the prescribed requirements, and such alternates, unit prices and other data, as may be requested in the Bid Form or prior to the Notice of Award. In evaluating Bidders, OWNER will consider the qualifications of Bidders and may consider the qualifications and experience of Subcontractors, Suppliers, and other individuals or entities proposed for those portions of the Work for which the identity of Subcontractors, Suppliers, and other individuals or entities must be submitted as provided in the Supplementary Conditions. OWNER may conduct such investigations as OWNER deems necessary to establish the responsibility, qualifications, and financial ability of Bidders, proposed Subcontractors, Suppliers, individuals, or entities to perform the Work in accordance with the Contract Documents. If the Contract is to be awarded, OWNER will award the Contract to the Bidder whose Bid is in the best interests of the Project, that is the lowest and best Bid.
