Site work and paving for a mixed-use development in Westminster, California. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The project consists of the construction of PCC curb, gutter, cross gutter, sidewalk, driveway approach, and wheelchair ramps with detectable warning surface (truncated dome); removal and replacement of deteriorated pavement areas; cold planning and dispose of existing pavement materials and crack-fill entire street width; placing asphalt rubberize hot mix (ARHM) surface course, adjusting storm drain, MCSD and OCSD manholes, water/fire hydrant valves, and traffic signal boxes to finish grade, installing traffic detector loops, traffic control, signage, striping, pavement markings, curb painting, and all appurtenant work in connection therewith. No contract will be awarded other than to a contractor properly licensed in accordance with the provisions of Chapter 9, Division 3 of the Business and Professions Code of the State of California, cited as the Contractor's License Law. At the time the bid is submitted, the contractor shall possess a valid Class A or C Contractor's License. Each bidder shall submit a photographic copy of its active contractor's license with the bid documents. The City shall, before awarding a bid, verify that a contractor was properly licensed when the contractor submitted the bid. The bidder must also submit with their proposal a satisfactory certified or cashier's check certified by a responsible bank, cash, or bidder's bond on the City's bond form in favor of the City of Westminster, executed by an admitted surety insurer authorized to issue such bonds in the State of California and secured through an authorized agent with an office in California, subject to approval of the City Attorney, in an amount equal to at least 10% of the amount bid. Such bidder's security to be forfeited to the City of Westminster should the successful bidder to whom the contract is awarded fail to timely execute the contract and deliver the necessary bonds and insurance certificates and endorsements as specified in the contract documents. The number of working days for this project is 60. The non-zero DBE goal percentage for this contract is 7 percent (7%). The City of Westminster reserves the right to accept or reject any bids presented, to waive any irregularity and informality in the bids and bid process, and to retain all bids and guarantees for a period of sixty (60) days for examination and comparison, all as specified in the contract documents.
