Description:
The City of Burlington (City) is seeking a qualified individual, firm, or partnership (consultant) to
assist with a climate planning project. This project will establish a system for quantifying local
greenhouse gas (GHG) emissions, identify policy and regulatory changes to reduce emissions
over time, and create a system for measuring progress against GHG reduction goals. The project
will also identify populations, areas, and infrastructure vulnerable to effects of climate change
and establish appropriate mitigation and adaptation strategies. The results of the climate
planning project will be used to establish high level strategic priorities for the City, and to
support updates to the City's Comprehensive Plan and Capital Improvement Plan. The City of
Burlington is committed to using public outreach, long range planning, and research to inform
strategic decision making. The consultant will be expected to support this commitment through
the use of innovative strategies and high-quality work. Consultant Qualifications:
The consultant must have substantial experience with land use and environmental planning in
support of Washington State Growth Management Act (GMA) requirements. The consultant
should also have specific expertise related to planning for climate change and reducing GHG
emissions. Desirable qualifications include previous experience climate plans, capital facilities
plans, or natural resource management for cities subject to GMA requirements.
Scope of Required Services:
The consultant will be expected to develop a system for quantifying and tracking changes to
local GHG emissions; evaluating vulnerable populations, areas, and infrastructure; establishing
climate adaptation and mitigation strategies; and identifying appropriate changes to policies
and regulations to achieve the City's GHG reduction and climate adaptation goals. The
consultant will be expected to deliver high quality, locally relevant, and scientifically supported
work. A detailed scope of work will be negotiated with the selected contractor.
Evaluation Process:
Proposals will be evaluated by a committee using the selection criteria noted below. If the City
determines that none of the proposals meet its needs, the RFP may be reissued. The City's final
selection decision, and approval of any associated contract, is subject to City Council approval. Communication:
