The City of Burlington (City) is seeking a qualified individual, firm, or partnership (consultant) to prepare a non-motorized and transportation safety plan. The non-motorized and transportation safety plan will include a program of improvements to the City's transportation network coupled with policy and regulatory changes. The physical improvements and policy and regulatory changes included in the plan will be designed to increase the percentage of non-motorized trips, reduce per-capita VMT, improve transit access, reduce vehicle speeds, and reduce the number and severity of accidents, particularly those involving pedestrians or cyclists. The City also intends to replace its current level of service standards with a new system focused on transit and non-motorized transportation. The non-motorized and transportation safety plan will be used to prioritize capital expenditures and will serve as the basis for updates to the City's comprehensive plan Consultant Qualifications: The consultant must have substantial experience with land use and transportation planning in support of Washington State Growth Management Act (GMA) requirements. The consultant should also have specific expertise and experience developing innovative and original plans that connect land use to transportation and prioritize the convenience, safety, and comfort of non-motorized travelers and transit users. Desirable qualifications include previous experience developing project lists for transportation plans, multi-modal level of service standards, VMT reduction strategies, and supporting the use of impact fees to fund pedestrian, bicycle, and transit access improvements. Scope of Required Services: The consultant will develop a plan for quantifying and reducing per-capita VMT, increasing the mode share of non-motorized travel and transit, and reducing the number and severity of accidents involving vulnerable road users. The plan will need to include detailed projects lists and estimated costs that can be included in the City's long -range transportation and capital planning documents. The plan will also need to include level of service standards for transit and non-motorized transportation and include a process for setting impact fee rates to fund non-motorized and transit access improvements. The consultant will be expected to provide high quality and original work including thoroughly researched supporting documents.
