The general instructions, scope of work and/or specifications, and the proposal and signature document constitute the proposal packet. By submitting a proposal, the Offeror is deemed to have accepted all of the terms and conditions set forth in the proposal packet documents. Alternative proposals shall not be considered. All proposal packet documents, after completion by the Offeror, must be returned with the proposal in the same order as received by the Offeror. The scope of services include, but are not limited to: Preparations of plans, drawings, specifications, preliminary cost estimates, reports and design for various sub-projects which could include grading, stormwater drainage, soil conditions, water utilities (if design includes a water feature), lighting/electrical, landscaping, hardscaping, flag pole installation, etc. o Accessibility to water, drainage, and electrical available if called for by design. Availability to attend meetings at the City's request with a 24-hour notice, or by close of the next business day (5:00PM) Availability to perform weekly on-site inspections, complete close-out reports, and record drawings Rendering of memorial/monument in a Revit model Project management Attempt to stay within or as close as possible to a proposed budget of $500,000.00 (including design services and construction cost) Preference will be given to designs inclusive of homage to the Myrtle Beach Air Force Base, local Vietnam War history, and to firms with on-staff monument and/or memorial design work experience. If required, Offeror shall supply a bid bond of 5% of the total proposal amount to be submitted with the proposal package. Bonds are required if the contract work is valued at $25,000.00 or more for construction and/or any type of service related requirement. The successful Offeror at its own cost and expense shall furnish, if required, a valid performance and payment bond (payable to the City of Myrtle Beach.) The bond shall be in the full amount of this agreement conditioned on the full and faithful performance of the work under this agreement in accordance with the specifications and contract documents. Bonds are required if the contract work is valued at $25,000.00 or more for construction and/or any type of service related requirement. The performance and payment bonds shall be executed by the contractor and a bonding company authorized to do business in the State of South Carolina and approved by the State of South Carolina to issue such performance and payment bonds. Bonds must be received within ten (10) calendar days from the date and time of notification of award. Only the forms provided by the City for the performance and payment bonds shall be accepted. Inquiries received by the Buyer between 5:01PM Sunday, July 7, 2024 and 5:00PM Sunday, July 21, 2024 shall be answered in Addendum 02 and issued no later than 5:00PM Friday, July 26, 2024. Questions received after 5:00PM Sunday, July 21, 2024 will not be answered. The scope of work may also include other engineering services to assist the City. Other engineering 5services include any issues that may arise before, during, or after construction. Any additional services shall be quoted and agreed upon between the Consultant and the City prior to commencement. All work shall be in accordance with local, state, and federal laws and standards when applicable. This project may use local, county, state, or federal funding. Should this project use state and/or federal funding, the design and specifications shall be compliant with all state and federal provisions and requirements. At the time of award, if required, the City reserves the right to set a maximum dollar limit that may be expended on the project or requirement. Contract quantities of any and/or all items may be increased, decreased, or eliminated to adjust the contract amount to coincide with the amount of service-related work or supply items to bring the contract value to within the established limit. All quantities are estimated and the City reserves the right to increase, decrease, or eliminate the contract quantities in any amount.
