The City of Torrington is soliciting proposals to retain a contractor to complete the removal and proper disposal of Hazardous Building Materials (HBM) at the 1.6-acre property located at 245 E. Elm Street, Torrington, CT (125/006/011). The scope of services included with this RFQ/RFP is described in the Technical Specifications and Drawings attached hereto as Appendix C. The HBM abatement work is necessary to prepare the building for planned renovations to be completed by a private developer. Work included under this RFQ/RFP will be funded through a CT Department of Economic and Community Development Brownfields Cleanup Grant awarded to the City of Torrington This contract is subject to sate contract compliance requirements, including non-discrimination statutes and set-aside requirements, State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract be set aside for award to sub-contractors holding current certification as Smal Business Enterprises ("SBE") from the Connectucut Departmwent of Administrative Services ("DAS"). A minimum of 6.25% of the state-funded portion must be set aside for subcontractors holding current DAS certification as Minority-, Women-, and/or Disabled-owned businesses ("M/W/DisBE"). The contractor must demonstrate good faith effort to meet the 25% set-aside goals. ts. A bid bond, in an amount not less than five percent (5%) of the amount of the bid shall accompany each bid. The awarded contractor will provide a 100% Performance bond and Labor & Material bond. A non-collusion statement for Prime Contractors and any addendum acknowledgement must also be submitted at the time of the bid. All bids will be considered valid for a period of ninety (90) days. This ACM Abatement Project is to be completed by December 5, 2024.
