The planned contract is for a period of three (3) years, from September 12, 2024 to September 11, 2027, with two (2) option years. Bids must be accompanied by a certified cheque, made payable to the MRC de Témiscamingue, issued by a financial institution doing business in Quebec, or a bid bond issued by a valid and recognized insurance company, equivalent to 10% of the total amount of the bid including taxes. Only companies whose principal place of business is in the province of Quebec or in a province or territory covered by an intergovernmental agreement on the liberalization of markets applicable to the MRC of Témiscamingue are eligible to bid. Also, companies whose name is recorded in the Register of companies not eligible for public contracts (RENA) will not be able to be awarded the contract covered by this call for tenders. The bidder is responsible for ensuring that his bid reaches the correct office within the set deadlines. Only the names of the bidders and the prices submitted will be disclosed. All bids received after the deadline will be returned unopened. The MRC of Témiscamingue reserves the right, at its sole discretion, to accept or refuse any or all of the bids received. The MRC of Témiscamingue is not required to accept the lowest or any other bid. The MRC of Témiscamingue reserves the right to cancel this call for tenders entirely without incurring any costs on the part of the bidder(s) or the successful bidder (e.g.: bids higher than the market rate). The MRC of Témiscamingue assumes no liability towards the bidders as a result of this tender.
