A new island is being created on the east side of the Toronto inner harbour. Currently named Villiers Island, this Island is slated to become a leading-edge, climate-positive neighbourhood housing more than 15,000 residents and hosting 2,900 workers, as well as up to 2 million visitors annually to its flagship parks. The island will be the heart of a network of emerging communities, within walking distance, including Keating East and West precincts, Quayside, the McCleary precinct, South River and Polson Quay. The new Island is expected to receive a permanent Indigenous name in the fall of 2024, through a process led by the City of Toronto. This process will include an Indigenous place naming advisory circle. The public realm should establish a new design language that celebrates the distinct character and history of the Port Lands. The new neighborhood should be designed as a compact and walkable community featuring lively public spaces that integrate seamlessly with the surrounding landscapes, waterways, green infrastructure, and development. It should set new standards of sustainability, innovation, accessibility, design excellence and Indigenous place-keeping that can serve as a model for future developments across the eastern waterfront. With park construction and flood protection nearing completion, the next step towards realizing this vision for the Island is the design and implementation of all the enabling local infrastructure, that tie into existing and expanding surrounding infrastructure as needed to deliver a complete operating system, streets, public squares, and promenades needed to support development. This RFP is intended to select the best team to deliver this vision. TIMELINE: The Request for Proposals (RFP) is an invitation by Toronto Waterfront Revitalization Corporation (Waterfront Toronto) in collaboration with the City of Toronto to prospective firms to submit Proposals for Enabling Infrastructure and Streetscape Design Phase One - Villiers Island (Current Working Name). Working from the existing conditions and reports from the Port Lands Flood Protection project (PLFP) as well as the Villiers Island Precinct Plan and Villiers Infrastructure Due Diligence Report, the successful Proponent will develop a conceptual design for the infrastructure engineering and streetscape design of the Island and enabling work required through adjoining lands to enable housing and other development on the Island.
