Under this bid a single manufacturer shall supply and manage all endpoints, Advanced Metering Analytics (AMA) software, software hosting, customer portal, training and installation support necessary to furnish a fixed network meter reading system using the secure public cellular network that does not require the utility to install or maintain gateways. While a primary function shall be to provide accurate and timely meter reading data for billing purposes, the system shall also furnish meter consumption information in 15-minute intervals, provide a mobile backup message for use in trouble shooting and installation of the device and meter-based analytical alarms to facilitate enhanced utility operation and management of the total water distribution system. The system must be compatible with the towns current metering software: Beacon Advanced Metering Analytics Software and it must be capable of reading the current AMR radios in the system and bringing the reads into the software. Single Supplier - the system being proposed must be from a single manufacturer including meters, registers, endpoints, software, and customer portal. The term of this contract shall extend from July 1, 2024 through June 30, 2025. The Town, at its sole direction, shall have the option to extend for one (1) additional year period, July 1, 2025 through June 30, 2026, with no changes in the contract price or terms and conditions, and at its sole direction with mutual consent of the contractor, the option to extend for an additional one (1) year period, July 1, 2026 through June 30, 2027. Each Bid must be accompanied by a bid security consisting of a BID BOND, CASH, or, CERTIFIED CHECK issued by a responsible bank or trust company in the amount of 5% of the bid price. All bids for this project are subject to applicable public bidding laws of Massachusetts. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder. The Town of Easton is an affirmative action/equal opportunity owner/purchaser. The bidder agrees that its bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded, after the opening of the bids. The Town reserves the right to waive any informalities, to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed to be in the best interest of the Town.
