The Toho Water Authority (TOHO) is soliciting sealed Requests for Proposal (RFP) from experienced Contractors to perform repair services for all pumps and electric motor driven equipment within TOHO's Lift Stations, Water and Wastewater Treatment Service Units. The purpose of this Request for Proposals is to hire one or more Contractors to perform repair services for all pumps and electric motor driven equipment within TOHO's Maintenance, Water, and Wastewater Treatment Service Units located through Osceola County and beyond. A. Contractor to perform repair services for the following: 1. Repair and overhaul of low-voltage, 120 - 460 VAC, random-wound, three-phase, AC squirrel cage induction motors. Rewinds may use controlled oven burnout, chemical, or cutoff and hydraulic extraction system with heat table to remove old windings. 2. Repair and overhaul of submersible, centrifugal, and turbine pumps. 3. Repair and overhaul of other related equipment, such as, but not limited to, blowers, mixers, gearboxes, lobe pumps, diaphragm pumps, valves, valve actuators, etc., per bid specifications. Contractor shall provide all necessary equipment, labor and service to load and pick-up the equipment for repair within two (2) business days of being contacted by TOHO and shall return and unload repaired pumps providing all necessary equipment and labor to TOHO within two (2) business days after completion of repairs. Pickups and returns may be at TOHO Water Treatment Plant(s), Lift Station(s), Pump Station(s), or other locations as identified by TOHO. Some pumps will require a lowboy trailer for transport. As required, Contractor shall pickup, load, deliver, and unload at no extra charge for lowboy trailers or similar equipment necessary to accommodate the repairable item. Contractor shall provide a boom truck capable of safely lifting 3,000- pound pump load. When requested, Contractor shall provide pump pulls for various pump types and sizes including submersible pumps, vertical turbine pumps, and horizontal split case pumps. The contractor will be responsible for securing and labeling electrical and control systems in a manner that preserves the integrity of the cables and wires. The contractor shall photograph original wiring and install and provide copies to the owner to insure correct re-termination. The owner will be responsible for reinstallation following repair and return delivery by contractor. When equipment has crimped connection terminals, Contractor must return equipment with crimped terminals. 4. Provide in-shop assessment of the repair required, consult with TOHO on recommended repair, and provide a quote to perform agreed upon repair. Within 5 business days. 5. Provide repairs of pump and motors shafts, shaft straightening, shaft resurfacing, shaft build up welding, keyway cutting, and turning. 6. Provide pump seal kit and shaft sleeve replacement and replace slinger rings and bearings. 7. Provide end bell and impeller repairs including refacing, boring, sleeving/bushing, and keyway cutting. Epoxy coating the impellers should be used after any repair. 8. Provide braze repair of broken castings and associated machining. 9. Provide casing and volute repairs which include boring and re-surfacing, providing new seal rings. 10. When equipment is returned to TOHO, Contractor shall ensure unit is properly filled with OEM recommended oil to the correct level. 11. When equipment is returned it should be tagged with the original source location. B. The Contractor shall include all labor, equipment, materials, tools, replacement parts, supplies, and supervision necessary to complete equipment repair services on an as-needed basis. All parts are to be supplied and stocked by the contractor to facilitate repairs in time frame indicated below. C. The Contractor may sub-contract work to subcontractors listed in their submitted proposal. The Contractor shall not subcontract or assign any portion of any right or obligation under this Agreement without prior written approval by Toho's representative. The contractor is responsible for subcontractors and will ensure all subcontractors adhere to the same requirements of this RFP. Notwithstanding any consent by TOHO to any assignment, Contractor and sub-contractor shall at all times remain bound to all warranties, certifications, indemnifications, promises and performances, however described, as are required of it under the Agreement unless specifically released from the requirement, in writing, by TOHO. D. The intent of this RFP is to achieve a consistent, high-quality diagnosis, repair, and/or overhaul of equipment with a minimum of delay and cost. Not all repair situations can be covered in this repair specification; therefore, in the absence of specific instructions, the requirement shall be to restore the equipment to as-manufactured condition, less normal wear and tear expected. All parts used for repair and in re-assembly of equipment shall be the manufacturer's authorized parts or specifically approved by TOHO prior to installation. Parts that are not OEM authorized shall be the same quality or better than the OEM parts. The contractor shall provide the part numbers and data sheet of all parts, OEM and other, used in the repair prior to installation. For Non-OEM parts, the Contractor shall demonstrate equivalency to OEM parts in materials, finishes, tolerances, loading, and part life by providing data sheets of OEM part and suggested replacement parts. Except as recommended by OEM, all parts shall be manufactured and assembled in the United States. Where parts are not available from US manufacturers, parts manufactured in Canada, Japan, Germany and Sweden shall be acceptable if of the same or better quality than the OEM parts and approved by Toho upon review of data sheets. Replacement bearings shall have a minimum L5- 100,000-hour life calculated per ABMA-9 for the original OEM dynamic capacity, equipment bearing load, and RPM. E. The work under the contract shall be administered via individual Purchase Orders based on proposal prices submitted by the Contractor and initiated by request from TOHO. F. All equipment to be repaired that is picked up by the Contractor must be returned to the location of pick-up, unless directed to do otherwise by Authority staff. Hours of pick-up and delivery may vary by location. On occasion, equipment may need to be picked up in the field; the Contractor will be notified in advance. The Contractor shall notify the Authority of the time as to when they intend to pick up or deliver the equipment one (1) business day in advance. G. With prior notification, the contractor may be required to disconnect and pull a pump in the field. The contractor shall provide all the labor and equipment to perform the work. TOHO will be responsible for the re-installation after unit repairs are complete and contractor has delivered the repaired unit back to TOHO. A single pull charge shall be provided as a separate line item in the Contractors' proposal. The successful Proposer(s) shall be awarded a contract to repair pumps, motors, and other equipment through a separate written agreement (the "Agreement"). The term of the Agreement shall be for a three (3) year period with the option to renew the Agreement for up to one additional two-year term. The option to renew the Agreement will only be exercised upon mutual written agreement. Verbal communications are neither authoritative nor binding. Any verbal interpretation conflicting with these specifications as written should immediately be directed in writing to the Procurement Services Manager. Any interpretation provided to any vendor in response to inquiries regarding this solicitation which may affect the outcome of this proposal will be furnished in writing to all vendors via electronically. Toho reserves the right, in its sole discretion, to reject any or all proposals or parts thereof. Proposals may be rejected if they show any omission, alteration of form, additions or deductions not called for, conditional or uninvited alternate proposals, or irregularities of any kind; however, Toho also reserves the right to waive any informality on proposals. Evaluation and Shortlisting of Firms August 16, 2024 Presentations, if required August 22 and 23, 2024 Approval and Award by Board of Supervisors September 2024 Toho reserves the right, in its sole discretion, before awarding the contract, to require a Proposer to submit any evidence of its qualifications as Toho may deem necessary, and to consider any evidence available of financial, technical and other qualifications and capabilities including performance experience with past and present users. Toho reserves the right to request additional clarifying information and request an oral presentation from any and all Proposers prior to determination of award. Toho reserves the right to award the contract to the Proposer or Proposers who will best serve the interest of Toho based upon its deliberations and in its opinion, to accept or reject any or all proposals. Toho also reserves the right to waive any minor irregularities or variations to the specifications and in the evaluation process.
