Site work and paving for a mixed-use development in Angola, Indiana. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and transportation facility.

The scope of the project includes construction of a 10-foot-tall perimeter wildlife exclusion fence surrounding the airport. Major work elements include fence line clearing, fence construction through wetland areas*, demolition of existing 4' farm and chain-link fence and construction of a chain-link wildlife fence with barbed-wire top, and angled wildlife skirting buried under the ground (approximately 2-feet deep angled approximately 4-feet out from the base of the fence). The project also includes the construction of double-swing vehicle gates surrounding the perimeter of the fence, and within the terminal and T-hangar areas of the airport, two pivot gates with electric gate operators, two manual pedestrian gates, and associated pavement. The successful bidder must comply with requirements set out in the contract documents including all Federally Required Contract Provisions including but not limited to the Buy American Preference, Foreign Trade Restrictions, Davis Bacon Requirements, Affirmative Action Requirements, Government wide Debarment and Suspension, Government-wide Requirements for a Drug-free Workplace, and Non Segregated Facilities Requirements. Bids must be accompanied by a certified check or a bid bond in the amount of not less than five (5) percent of the total amount bid. A Contract Performance Bond and a Contract Payment Bond each equal to 100 percent of the Contract Price will be required for the successful Contractor. No bid may be withdrawn for a period of 60 calendar days after the date of receiving bids. The project site is within a restricted area of the airport and may only be viewed by permission and accompaniment by authorized airport personnel. Prospective bidders requesting to view the project site shall contact the Airport Manager, Aaron Payonk, at (260) 665-7111, and arrange to be escorted by authorized airport personnel. The successful bidder shall commence work with adequate force and equipment on a date to be specified in a written order of the Owner and shall complete work within the time prescribed in the contract documents. The Steuben County Board of Aviation Commissioners, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, businesses (including disadvantaged business enterprises) will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award.
